Jeff Hofgard is vice president of International Operations and Policy for Boeing Government Operations. He was named to this position in March 2008. International Operations is responsible for leading Government Operations’ efforts on Boeing's international sales campaigns, programs and issues with the U.S. government, foreign embassies, and international business and trade groups. The organization also is responsible for coordinating Boeing's efforts on export policy, foreign military sales, visa policy, and technology transfer issues.

Prior to joining Boeing in 2000, Hofgard served as a senior advisor on space issues in the White House as assistant director for aeronautics and space in the Office of Science and Technology Policy. He worked on a variety of key issues, including negotiation of Russia’s formal partnership in the International Space Station; development of U.S. policy on the use of excess ballistic missiles; formulation of U.S. policy on use of the Global Positioning System; and development of the 1996 National Space Policy. Before his tenure in the White House, Hofgard served as deputy and acting chief of the International Program Policy Branch at NASA headquarters with responsibility for U.S.-Russian space cooperation and NASA’s activities within the United Nations. Prior to joining NASA, he was assistant director of the Center for Space and Geosciences Policy at the University of Colorado, Boulder.

Hofgard holds a bachelor’s degree in International Affairs from the University of Colorado and a Master of Science degree in International Relations from the London School of Economics. He was appointed to the President’s Export Council’s Subcommittee on Export Administration in March 2011, and serves on several boards including the Korea Society, the U.S. Global Leadership Campaign, and the Business Council for International Understanding. He is married, has three children and lives in Great Falls, VA.
