10/29/01 - EU Hushkit Regulation The EU has made the decision to withdraw the Hushkit Regulation that would have ban older hushkit aircraft from operating in Europe starting next 1 April 2002. The EU is in the process of developing a new regulation based on the recent ICAO recommendation whereby operation restrictions will be considered on an airport-by-airport basis.

9/26/01 - New Nighttime Restrictions at Charles de Gaulle A new regulation which will limit the night time operations of certain airplanes will become effective at the airport on October 1, 2001. In summary, Chapter 3 airplanes with a cumulative margin from the current Chapter 3 of less and 5 EPNdB and also those with a cumulative margin equal to 5 but less the 8 EPNdB will be ban during the nighttime hours. 5/9/01 - Chapter 2 Phase-out in Mexico February 19, 2001 - The Government of Mexico has adopted a Chapter 2 phase-out for airplanes over 75,000 lbs. An operator's fleet must meet the following percent of Chapter 3 airplanes over the next 4 years as follows:

5/2/01 - Flights into Zurich over German Territory Ban In an agreement between Switzerland and Germany, Switzerland will limit the number of flights that operate over German territory when approaching Zurich Airport. The agreement sets a limit of 100,000 flight movements over German territory per year. This is a reduction of 54,000 from the current level. Flights into Zurich will be banned from approach routes passing over German territory between 11 p.m and 6 a.m. on, beginning this fall, 2001. Then starting in the fall of 2001, the weekend ban will be increased on weekends, 8:00 p.m. to 9:00.

4/19/01 - RESTRICTIONS ON USE OF AIRSPACE IN SOUTHERN GERMANY The German Government is set to impose severe restriction in the use of airspace in Southern Germany, starting June 1, 2001. These restrictions would have a direct impact on international operations serving Zurich Airport. Listed below are the proposed restrictions:
1. 2100-0700, nighttime curfew
2. Prohibit flights over Germany on Saturday and Sunday
3. No take-offs over German territory
4. Maximum of 80,000 flights over German territory a year. This would be a reduction of around 50% of the number of movements today.

2/8/01 - CAEP/5 Recommendations

- A cumulative margin of 10 dB relative to Chapter 3
- A minimum sum of 2 dB at any two conditions
- No trades allowed
- Proposed applicability date January 1, 2006
- New Standard will be "Chapter 4" in ICAO Annex 16

What Happens Next?

The CAEP/5 recommendation will be presented to the ICAO Council in May. It is believed that the Council will adopt the recommendation at this time and report this to the ICAO Assembly in September. What remains beyond that are two dates, one the effective date which was not determined and the applicability date which was proposed for January 1, 2006. The ICAO Assembly would deal with policy matters such as resolutions on the balanced program and phase-out.

Operational Restrictions at Amsterdam Airport Schiphol
As of March 25, 2001 (start of summer season 2001), the operational restrictions as specified below will be effective:

  1. 1. Aircraft which are certified in accordance with the noise standards of ICAO Annex 16 Chapter 2:
    • New operations are not allowed.
    • For aircraft equipped with engines with bypass ratio <= 2, take-off and landing is not allowed between 18:00 and 08:00 hr. local time.
    • For aircraft equipped with engines with bypass ratio > 2, take-off and landing is not allowed between 23:00 and 06:00 hr. local time.
  2. 2. Aircraft which are certified in accordance with the noise standards of ICAO Annex 16 Chapter 3, for which the margin of the sum of the three certification noise levels, relative to the sum of the three applicable ICAO Annex 16 Chapter 3 certification noise limits, is less than 5 EPNdB:
    • For aircraft equipped with engines with bypass ratio <= 3, new operations are not allowed.
    • For aircraft equipped with engines with bypass ratio <= 3, take-off and landing is not allowed between 18:00 and 08:00 hr. local time.
    • For aircraft equipped with engines with bypass ratio > 3, it is not allowed to plan take-offs between 23:00 and 06:00 hr. local time.
  3. 3. Aircraft which are certified in accordance with the noise standards of ICAO Annex 16 Chapter 3, for which the margin of the sum of the three certification noise levels (relative to the sum of the three applicable ICAO Annex 16 Chapter 3 certification noise limits) is 5 EPNdB or more, are having no restrictions.

1/4/01 - New Noise Limits for Heathrow, Gatwick and Stansted Airports. The UK Department of Environment, Transportation and the Regions (DETR) have announced the decision to lower noise monitor limits around London area airports. This press release is over 40 pages and describes the process whereby this decision was reached. Below is a table of the new limits and the effective date.
