C/AFT Restructure 2000

The ATC system appears very insensitive to airline requirements and very conservative with the way they are dealing with the weather. With this environment as a backdrop, it is imperative that the airlines make a better case for ATC modernization and improvement with air traffic service providers, and more importantly with and for their customers. To meet this challenge the C/AFT group is proposing to reorient its business case methodology to more focus on impact on customer demand for air travel, as outlined below.

View the Powerpoint presentation on C/AFT Restructuring that includes a mapping of the C/AFT Terms of Reference to the goals of each new Focus Group, and read the Core Group minutes that explain the restructuring proposal. These minutes include a description of the first major goal of the restructuring, which is to prepare a 'strawman' business case for a major Northeast corridor market, intended for presentation at the December 2000 meeting of the RTCA Free Flight Steering Committee. The minutes also discuss C/AFT integration with the goals of the new Air Transport Association ATC Steering Committee.

In order to achieve these ends, we propose reorganizing the Focus Groups. Please click on the groups below to read their mandates and view any output to date.
