Integrated Solutions Focus Group

(Formerly the Operational Enhancement Integration Analysis Focus Group)

Group Chairs (Joint): Dave Jones, United Airlines, and Brian Harkness, Air Canada.

Group Director: Kathleen Pirotte, Boeing Company.

Purpose: Evaluate integrated solutions and develop recommendations for prioritized solutions. The C/AFT Terms of Reference will be applied in the following manner:

1. Collect existing proposed solutions
2. Use common performance metrics to evaluate proposed solutions
3. Where deficiencies in proposed solutions are found, identify potential alternatives
4. Develop consensus on the validity and priorities of proposed solutions
5. Develop recommendations to existing industry groups

The first meeting of the ISFG was set for October 25-26, 2000 in Seattle. The IS group meeting objective was:

• To review the constraints identified by the OA group for the strawman market
• Develop a process for analyzing candidate solutions to mitigate the congestion caused by the constraints in each of the enroute, terminal, and runway regimes of flight

The market demand for ATC services, when matched to capacity, is expected to identify constraints projected to affect performance over the 15 year planning horizon. The solutions suggested will have different time frames. Some will have two year horizons; others three to five years, and others that include major capital expenditures, like new runways, make take five to eight years or longer. We will concentrate on the mid-term time frame for action, realizing the long term constraints will require some planning in the near-term and the mid-term. We will offer limited insights on near-term issues where we can identify data points to problems and procedural-based solutions that can have a significant impact.
