NEXCOM Focus Group

FAA Administrator Jane Garvey established a NEXCOM Aviation Rulemaking Committee (NARC), a government/industry group to take an in-depth look at next generation air-to-ground communications systems (NEXCOM). This includes conducting the investment and benefit/cost analyses of the candidate air-to-ground communications systems, and coming up with recommendations for the short to mid-term and the long term. The committee will look at the costs to the users of equipping their aircraft with suitable avionics as well as the costs to the FAA of installing the appropriate ground-based equipment. The committee will be looking basically at two alternatives: (1) VHF Digital Link Mode 3 voice/data communications and (2) 8.33 kHz analog voice system and VHF Digital Link Mode 2. The committee is scheduled to come up with a report by the end of April 2001.

C/AFT has been requested by the NARC to perform the alternatives investment analysis. The C/AFT Core Group approved the NARC request, and we have already held one meeting in Washington DC, and have a series of meetings scheduled to meet the April 2001 deadline. This analysis is challenging, because we are modeling two alternatives from many stakeholders points-of-view (airlines, FAA, GA, regionals, business, and DoD).
