Operations Analysis Focus Group

The first meeting of the Focus Group occurred on Sept. 18 and 19, 2000. The group decided on a process to identify high-value markets based on passenger demand, revenue, and number of operations, and will use actual delay data to identify capacity constraints. Our near-term goal is to develop a strawman operations analysis for a high-value market in the US NAS to hand off to the Integrated Solutions Focus Group. Russ Chew will present the near-term results to the Free Flight Steering Committee meeting in December of this year. Purpose: The Operations Analysis FG has a charter to identify, size, and prioritize airspace problems. The C/AFT Terms of Reference will be applied in this manner:

  1. Frame the problem
  2. Collect, compare and validate existing analyses and modeling efforts
  3. Establish common performance baseline metrics for quantifying performance
  4. Develop consensus on the validity and magnitude of problems

The group plans to have its first meeting on Sept. 18 and 19, 2000 in Dallas (see the Meeting Schedule button below). The objective of the meeting will be to agree on the approach and define the tasks for constructing the single, key market strawman business case. It will involve:

Pete Kostiuk indicated that LMI has done a market analysis based on the FAA unconstrained forecasts and the growth by city and city-pairs. He agreed to put together a rank order of the city-pairs. Pete will include RPMs by city pairs and assumptions regarding the number of flights (gage).
