The CNS/ATM Focused Team (C/AFT) held its second allairline meeting on October 1, 1997. American Airlines hosted the meeting whichwas attended by airlines, air traffic service providers, manufacturers, andresearch and development organizations. AttendanceList
Robert Baker, American Airlines Vice-President ofOperations, opened the meeting with his thoughts on the importance of achievingconsensus on CNS/ATM, and expressed his support of C/AFT's goals.Mr. Baker's Keynote Address
The meeting was hosted by Captain Russell Chew, AmericanAirlines Manager of Strategic Operations and Technology, who is the team'schairman. It is the airlines that will be driving investments in CNS/ATM, andthe airlines must take action in order to have control over their ownprofitability. The purpose of C/AFT is to facilitate CNS/ATM implementationprogress by developing global airline economic consensus on problem issues. Russre-introduced theTerms of Reference

Establish Problem Areas
Margaret Kim, Air Transport Association Director ofEconomic Analysis, presented the results of an ATA assessment of airline delays.ATA Presentation Word | PDF This generated discussion of the importance ofestablishing common performance metrics to identify problem areas, as well as touse as a baseline in cost/benefit analyses. Tony Kelly, IATA, pointed out thatEuropeans use different methods for measuring delay. Russ Chew stated thatharmonization of performance metrics is essential and that a CAFT Working Group,"Common ATM System Performance Metrics" will be formed.
Russ Chew reviewed the American Airlines NAS Capacity Studywhich reinforces the need to aggressively address CNS/ATM transition issues. Data produced by MITRE/CAASD and Logistics Management Institute (LMI) providecorroboration of the American study results. Their models are an important partof evaluating potential CNS/ATM solutions.
Evaluate Solutions
Diane Boone and Joe Sinnott introduced MITRE/CAASD as anon-profit company which supports FAA research in the area of CNS/ATM. They thendiscussed their models (TMAC and DPAT) which help to understand the interactionsthat occur between the CNS/ATM system and the airspace user. Their work is aimedat measuring performance in ways that are meaningful to the airlines, anddeveloping mechanisms to link funding, investments, and implementation to theoperational concepts and user benefits. Peter Kostiuk, Gerald Shapiro, and David Lee introduced LMIas a US federally funded research and development center which has beensupporting the NASA Aeronautics research program since 1993. Their NASA workcovers three areas: 1) develop analysis and infrastructure modeling andinformation base, 2) build communication links, and 3) perform system and costbenefit studies. They discussed their benefits and decision support tools andeconomic models. LMI is beginning development of a generic airline cost-benefitanalysis model for use by the FAA and NASA. Develop Consensus
Rudy Schwenk, Lufthansa Head of Air Traffic Services andInternational Organizations, discussed the need for industry consensus, startingwith agreement on the drivers for change. The C/AFT core team has agreed on thetwo primary drivers of change (assuming equivalent safety):
1. Capacity
2. Cost-Reduction (Efficiency, Cost-Effectiveness;ATM-delays, Charges)
Rudy also stressed the need for consensus on targetoperational concepts, and stressed that C/AFT should coordinate with IATA andother existing industry groups. Rudy's Presentation Powerpoint | PDF

Administrative Issues
There will be a planned core group meeting every threemonths, and an all-airline meeting every 6 months. Working groups will work onan electronic mail or web-site basis, with additional scheduled meetings only asnecessary. The next core and all-airline meetings are scheduled as follows:
