All flights over the populated areas of the city of Sofia are prohibited except the cases described under “Exceptions”.

CONTINUOUS DESCENT ARRIVAL (CDA) - NONE

AIRPORT CURFEWS
Scheduled flights are not permitted between 2100-0400 (2000-0300). Chapter 2 aircraft are not allowed.

PREFERENTIAL RUNWAYS

TAKE-OFF:
Runway 27 will be used for take-offs at day and night only in cases when:

- the strength and direction of the wind do not allow the use of runway 09;
- the controller clears the take-off due to saturated traffic or in cases stated in the Exceptions listed below.

LANDING:
Runway 09 will be used for landings day and night only in cases when:

- the strength and direction of the wind do not allow the use of runway 27;
- the controller clears the landing due to saturated traffic or in cases stated in the “Exceptions” listed below.

EXCEPTIONS:

Exceptions from the above procedures are admitted in cases of:
a) governmental flights;
b) search and rescue flights;
c) ambulance flights;
d) rescue flights at distress;
e) check flights of the police;
f) emergency landings and landings of aircraft using the airport as an alternate.

ENGINE RUN-UP RESTRICTIONS
Engine test runs may only take place on the designated for that purpose stand.
Engine test runs are prohibited between 1700-0500 (1600-0400).

NOISE MITIGATION/LAND USE PLANNING PROGRAM INFORMATION
Noise protection project was developed upon requirements of the Ministry of Environment and Waters following the Environmental Impact Assessment of Sofia Airport Reconstruction, Development and Extension Project that includes construction of a new runway. The construction is now finished and the new runway is operational as of 31 August 2006. The old runway is now parallel TWY to the existing runway.
The aim of the Noise Protection Project was to elaborate a concept of individual and group measures for noise protection so that the influence of the aviation noise on the population to be as less as possible.

HPA was defined before completion of the new runway construction. It was prepared on the basis of traffic and fleetmix forecast for 2007 – 2008 and in accordance with the Bulgarian Legislation. HPA is the territory within a contour of 60 dB equivalent noise level.

NOISE LEVEL LIMITS
Decree No 6 dated 26 June 2006 to the Bulgarian Law about assessment and management of environmental noise sets the noise indicators to be measured in the environment in relation with the degree of discomfort in different times of the day; sets limit values of the noise indicators, methods for evaluation of their values and the harmful effects of the noise on the community health.

According to the Decree No 6 the limits of the noise indicators values for the territories exposed to aviation noise are as follows:

Day (from 7 am – 7 pm) – 65 dB(A),
Evening (7 pm – 11 pm) – 65 dB(A),
Night (11 pm – 7 am) – 55 dB(A).
Note: Maximum noise level for aircraft flying over a certain territory is 85 dB(A).

COMMENTS
Sofia Airport has a surcharge for night time landings/takeoffs (10 pm – 6 am) which is 25% of the landing charge. Sofia Airport also has a surcharge of 25% of the landing charge on Saturday, Sunday and public holidays.
