The only regulation the Ketchikan Gateway Borough exercises over aircraft noise is the establishment (in 1978) of the Airport Development (AD) Zone of the area around the Ketchikan International Airport. This zoning allows uses which are customarily found at or near airports, as well as uses which are compatible with airport operations. Residential uses are not allowed in the AD zone. While noise was most certainly a consideration in the establishment of this zone, its boundaries appear to have been established according to property ownership boundaries and do not conform to the noise patterns as depicted in the latest version of the Ketchikan International Airport Master Plan.
