NOISE ABATEMENT PROCEDURES
Departure procedures for each configuration (see charts in AIP)

Landing procedures:
When on final approach, and particularly when in sight of airport visual aids, pilots must adhere to descent gradient:

- RWY 31R and 31L: 7%
- RWY 13L: 5.2%

When RWY 31 is in use, pilots must overfly RWY threshold at a height of at least 50 ft.

When RWY 31R is in use and references are in sight, final approaches must be made at a gradient which is equal to or grater than PAPI gradient (7%).

Reverse thrust or pitch reversing must not be carried out from 2200 to 0700 local time except in an emergency.

8/20/99
A draft bill was approved by the French Parliament (July 1st) that will set up an independent group call the "Authorite de Control des Nuisances Sonores Aeroportuaires" to monitor noise levels at French airports and will be allowed to impose fines of up to 20 000€ on airlines and 1500€ on pilots that disregard noise abatement procedures on takeoff, landing or engine run-ups. This group is set to be and operating by fall 1999. The new law also restricts helicopter operations over over populated areas.

AIRPORT CURFEWS

There is a curfew on the take-off and landing of the following Chapter 3 airplanes during nighttime hours:

Arrêté préfectoral du 27 novembre 2007.
From 11.15pm to 06h15am : the most loud aircraft are proscripted to land.
From 10.45pm to 06h00am : the most loud aircraft are proscripted to take off.

*The most noisy aircraft in Chapter 3*, are turbojet aircraft whose noise certification meets the requirements specified in Chapter 3 of the second part in the first volume of Annex 16 of the ICAO Convention dated December 7th 1944 and which have a cumulated margin of certified noise levels, with respect to permissible noise limits defined in this chapter, being less than 5 EPNdB;

PREFERENTIAL RUNWAYS
Use of RWY (all types of aircraft)

Unless otherwise required for operational reasons, from 2200 to 0700 local time, in light traffic and clam wind conditions, RWY 13 must be used for landing and RWY 31 for takeoff. Consequently, configuration 13 will be in use.

OPERATING QUOTA - NONE

ENGINE RUN-UP RESTRICTIONS - See AIP AD2 LFML ENV
Testing jet engines:
These tests consist of:
- idling on M/N apron
- full power, on TWY E2 or E3 or RWY 13R/31L between TWY E2 or E3
- from 2200 to 0700 local time, testing jet engines are subject to prior permission request from airport management

APU OPERATING RESTRICTIONS - See AIP AD2 LFML ENV
APU power may only be used 60 minutes before departure time on apron.

On arrival, same may not be used for a period of time exceeding 20 minutes unless authorized by airport management. These units should be used for a minimum period of time for maintenance reasons.

NOISE BUDGET RESTRICTIONS - NONE

NOISE SURCHARGE
6/2008 Updated by the airport

In order to calculate the landing fee(s) excluding passenger fee, ect, follow the three part process. First calculate the landing fee, next calculate the adjustment to the landing fee and then calculate the noise tax.
LANDING FEE:
* Note: Per AIP France 05 Jul 07, GEN 4.1.1 under Airport Fees, 1.1 Landing Fee - This fee is payable by any aircraft making a landing or water landing at an airport open to the public. It is calculated according to the maximum take off weight indicated on the certificate of airworthiness of the aircraft, rounded off to the next HIGHER ton.

ADJUSTMENT TO THE LANDING FEE:
Since 1984, the landing fee is adjusted according to the aircraft's acoustic group.
Group 1 1.30
Group 2 1.20
Group 3 1.15
Group 4 1.00
Group 5 0.85

NOISE TAX - click here for the details (revised as of January 1, 2008)
The noise tax is part of the general tax on polluting activities (GTPA).

This charge is in addition to the landing fee which is based on the aircraft's acoustic group.

The formula for the noise tax which is applied to each take-off:

Tax = b x t x log(MTOW)
t= Unit rate: EUR 7.00 (adjusted each year based on the domestic retail price index)
b= Coefficient according to the departure time and to the acoustic group to which the aircraft belongs.
