NOISE ABATEMENT PROCEDURES
| Northeast Philadelphia Airport is located in a noise sensitive
area surrounded by residential communities.
1. Procedure Implementation
A. Operator of turbojet powered airplanes with a maximum certificated
take-off weight over 12,500 lbs should follow the standard noise
abatement profiles provided by an aircraft's manufacturer unless
authorized or directed by ATC.
B. Pilots of turboprop, turbojet and large prop aircraft (prop
aircraft or more than 12,500 pounds) are requested to use runway
6/24, unless significant winds dictate.
2. Departure Procedures
A. All departures shall maintain runway heading until reaching
400 feet above the ground before making any turns.
B. Runway 33 (NOISE SENSITIVE) VFR departures in addition to
the above are requested to begin cross-wind leg at or prior
to the first highway northwest of the airport.
3. Arrival Procedures
A. Runway 15 arrivals are requested to fly at or above the
standard glide path to avoid noise sensitive area off the approach
end of the runway.

| Touch and Go Operations - touch and go operations are limited
to the following:
1. Monday through Saturday between the hours of 0900 and 2200.
2. Sunday between the hours of 1200 and 2200.
3. All touch-and-go operations are limited to 5 per flight.
4. Touch-and-go operations are not permitted except as specified
herein. |
ENGINE RUN-UP RESTRICTIONS
| Engine run-ups shall be limited to the following locations:
A. Between the hours of 0600-2300:
(1) Lightweight aircraft (less than 12,500 lbs.) are to run-up
on the concrete ramp which is that portion of the main ramp
northwest of taxiway Alpha 4.
(2) Aircraft over 12,500 lbs. are to run-up on taxiway Hotel
between runway 6/24 and Taxiway Alpha, as directed by ATC.
B. Between the hours of 2300-0600:
(1) Aircraft engine run-ups must have prior approval from the
Airport. Contact Airport Security at 215 937-7976 and provide
the following information:
(a) Aircraft Type and Tail Number
(b) Aircraft Operator
(c) Location on Field
(d) Time and Duration of Run-up
(2) Run-ups of all aircraft are to be performed on taxiway
Lima (location on taxiway Lima determined by wind):
(a) With winds from the West, Northwest, North, Northeast,
or East, run-ups will be done on taxiway Lima near the approach
end of runway 24.
(b) Winds from the Southeast, South, or Southwest, run-ups
will be done on taxiway Lima between runway 15/33 and taxiway
Juliet.
(3) No flight checks may be performed by turbo-jet aircraft
over 12,500 lbs.

City of Philadelphia Ordinance (18-203) Commerce
Prohibited Aircraft at Northeast Philadelphia Airport: |
(1) No jet-powered transport category aircraft whose
maximum allowable gross take-off weight exceeds 75,000 pounds shall
be permitted to land or take-off from Northeast Philadelphia Airport
except in the case of emergency involving hazards to life or property.
(2) It is not the intent of this Ordinance to prohibit the use of
Northeast Philadelphia Airport by executive or general aviation
aircraft of any weight classification, nor will such use be prohibited. |
