NOISE ABATEMENT PROCEDURES
Noise sensitive area all quadrants. Request that pilots use best FAA/Company noise abatement procedures. Pilots requested to minimize use of reverse thrust consistent with the safe operation of the aircraft to minimize noise impact on the surrounding community.

AIRPORT CURFEWS
- No noise-related arrival curfew.
- All takeoffs prohibited 11:30 pm - 6:30 am.
- Takeoff prohibited 10 pm -11:30 pm and 6:30 am - 7:00 am for aircraft not Stage 3 certificated per FAR 36 or aircraft exceeding 104 EPNdB at the takeoff reference point per AC 36-1H or AC 36-2C are prohibited.

Exceptions are permitted for emergency situations and coordinated mercy flights only. For violations of the time of day (Noise curfew) requirements, the operator may be assessed $1000 for the first violation per calendar quarter, $3000 for a second violation per calendar quarter and $5000 for a third violation per calendar quarter. In the later case, operating privileges may be terminated permanently.

Note: Effective July 1, 2006, the time-of-day noise curfew violation fine structure will change. The new fine structure will be: For violations of the time-of-day (noise curfew) restrictions at SDIA, the operator may be assessed $2,000 for the first infraction in a violation period (6 calendar months), $6,000 for a second infraction per violation period and $10,000 for a third infraction per violation period. Additionally, a multiplier factor will be assessed to the violation amounts noted above against operators based on the number of penalized violations in the previous six calendar months. Termination of operating privileges after three infractions in a single (6 month) violation period is still an option.

In October 2006, the San Diego County Regional Airport Authority completed the upgrade of the Lochard Airport Noise and Operations Monitoring System (ANOMS). Twenty-five (25) state of the art noise monitors are now part of the ANOMS, as well as a near real-time flight tracking internet website that is available to the noise-impacted community to address overflight and noise complaint issues. There are fourteen noise monitors west of the airport and eleven noise monitors east of the airport. Eleven of the twenty-five noise monitors use solar power, and all 25 noise monitors transmit data via wireless modem technology. Among other things, the noise monitor data provides the basis of the CNEL noise contours and the Time of Day Restrictions (Curfew).
