Type of Program
Date Implemented
Status
Sound Insulation (Residences and Public Buildings)
None and proposed in NCP update
Proposed in the NCP update (2004) for jurisdictions to amend building codes to incorporate sound insulation standards
Purchase Assurance for Homeowners Located Within the Airport Noise Contours
none
See "Acquire Land for Noise Compatibility to date" below.
Avigation Easements
Current and proposed in NCP update
Current easements were acquired as conditions imposed on development projects.
Proposed in the NCP update (2004) - request that the appropriate jurisdiction require issuance of avigation easements depending on location in one of the four overlay zones within the Airport Influence Area.
Zoning Laws
Proposed in NCP update
Proposed in the NCP update (2004) - Four overlay zones based on the district designation. Summary of requirements are:
Overlay Zone 1: 65 CNEL contour, future development limited to non-noise sensitive, require avaigation easements for any development.
Overlay Zone 2: 60 CNEL - require noise insulation in noise sensitive uses, avigation easements for any development.
Overlay Zone 3: overflight areas - avigation easements could be required prior to development
Overlay Zone 4: within AIA boundary, fair disclosure requirement, airport review of future development within this zone.
Real Estate/Property Disclosure Laws
Current and proposed in NCP update
State of California Assembly Bill 2776 requires disclosure that an airport is in the vicinity of residential property when a new subdivision is created within the AIA for the airport. Proposed in the NCP update (2004) would require also require avigation easements.
