Jeff Shockey is Vice President of Federal Legislative Affairs for The Boeing Company's Government Operations office in Washington, D.C. In this role, Mr. Shockey is responsible for implementing and overseeing all Boeing strategic and tactical interactions with the United States Congress and related Federal agencies. In conjunction with Boeing's senior leaders, business units, and other elements of government operations, Mr. Shockey and his team work to secure legislative and financial support for Boeing's business activities and programs from the Congress.

Prior to joining Boeing, Mr. Shockey served as the Staff Director for the House Permanent Select Committee on Intelligence (HPSCI). While serving in this role, Mr. Shockey led the reorganization of the committee at the beginning of the 114th Congress. Additionally, he was instrumental in the enactment of the cyber information-sharing bill and the intelligence authorization bill – guiding both bills through the legislative process with large bipartisan majorities.

From 2011 to 2014, Mr. Shockey was the Managing Partner of Shockey Scofield Solutions (S3 Group), a government relations firm based in the Washington, D.C. area. During this time, he also served as a strategic partner of The McChrystal Group. In this capacity, Mr. Shockey helped his clients navigate the complexities of the Legislative and Executive Branches to achieve client goals and objectives.

Prior to starting S3 Group, from 2008 to 2011, Mr. Shockey served as the Staff Director for the House Committee on Appropriations, Minority. As Minority Staff Director, Mr. Shockey managed a staff of twenty-five and oversaw the twelve annual appropriations bills, supplemental appropriations bills, and continuing resolutions. In this role, he was also responsible for negotiating and coordinating strategy with House and Senate leaders, authorizing committees, the Office of Management and Budget (OMB), and the White House. During his time on the committee, Mr. Shockey became well versed in classified programs.

From 2005 to 2007, Mr. Shockey was Deputy Staff Director of the House Committee on Appropriations, Majority. In this capacity, he was responsible for the day-to-day operations of the Appropriations Committee and the 100 employees of the committee, its subcommittees, as well as the Surveys and Investigations staff. While serving on the committee, Mr. Shockey oversaw the last appropriations cycle, where each of the appropriations bills were passed and signed into law individually (FY 2006) without an omnibus appropriations bill.

From 1999 to 2004, Mr. Shockey was a Partner in the government relations firm, Copeland, Lowery, Jacquez, Denton & Shockey. His practice involved the federal representation of a wide variety and mix of hospitals, universities, local governments, and defense companies.

Mr. Shockey began his career in the Office of Congressman Jerry Lewis in 1991 as a Staff Assistant and finished his tenure as a Legislative Director and Appropriations Associate in 1999. In this role he was responsible for a wide array of different legislative issues and served as the key policy advisor to the Chairman of the VA, HUD, and Independent Agencies Appropriations Subcommittee.

Mr. Shockey received his Bachelor’s Degree and Masters in Public Administration from California State University at San Bernardino (CSUSB). He served on the Alumni Board of Directors at CSUSB and received the University’s Distinguished Alumni Award in 2005. He has also served as President of the Harbor School (Bethesda, MD) Board of Trustees.

Mr. Shockey, his wife, and three sons reside in Potomac, Maryland.
