Centralized Controller Bid Opportunity
The Centralized Controller Device Request for Proposal was released on 10/05/06 via Federal Express and will be shipped overnight.
The Boeing Company with our partner Science Applications International Corporation (SAIC), together acting as Lead Systems Integrator (LSI) for the Army, announces a Future Combat Systems (FCS) Centralized Controller Industry Day, scheduled for 28 June 2006, at Boeing's facility in St. Louis, Missouri. This is a significant kickoff event to invite potential bidders to learn about the Centralized Controller competitive bid opportunity through presentations and discussions regarding requirements for the FCS Centralized Controller (CC). The Centralized Controller supplier will provide design, development, fabrication, integration, test, modeling and simulation, system demonstration, supporting programs/plans, qualification, and program management tasks associated with a vehicle borne, hand-carried device that remotely operates Future Combat Systems (FCS) unmanned and manned systems. This contract is anticipated to be approximately $35M for the System Design and Development (SDD) phase of the FCS Program through CY 2014.
The CC is intended to provide the FCS Brigade Combat Team's dismounted soldier with a single hand-held device that can command and control: FCS Class I & II Unmanned Aerial Vehicles (UAV) and their sensor payloads; Unmanned Ground Vehicles (UGV) and their sensor/weapon payloads; Unattended Ground Sensors (UGS Tactical & Urban); Unattended Munitions Systems (i.e. the Intelligent Munitions Systems (IMS) & Non-Line Of Site-Launch System); remotely control critical Manned Ground Vehicle (MGV) functions which includes sensor and weapon functions; enable dismounted Situational Awareness/Situational Understanding (SA/SU) via access to FCS Network Battle Command information; conduct training; and perform a number of dismounted logistics, medical, and training functions.
The FCS program is an integral component, with other key complementary U.S. Government and commercial programs, in the U.S. Army's goal to field the first Future Force Brigade Combat Team by 2014. FCS has over 6000 people in over 40 states working on this effort; the Army and Congress have acknowledged that FCS is a priority program, and hold a keen interest in the resourcing and health of the program.
FCS is a networked "system of systems" - one large system made up of 18 individual systems, plus the network, plus the soldier. It utilizes advanced communications and technologies to link soldiers with both manned and unmanned ground and air platforms and sensors. FCS is agile, allowing forces to move quickly, and versatile, which allows troops to conduct a variety of missions.
