Bid Opportunity and Industry Day Announcement -- Large Caliber Automated Resupply (LCAR)
The Boeing Company, in conjunction with our partner Science Applications International Corporation (SAIC), together acting as Lead Systems Integrator (LSI) for the Army, is pleased to announce a new competitive bid opportunity for the Future Combat Systems (FCS) Large Caliber Automated Resupply (LCAR) solution. The FCS program is an integral component, with other key complementary U.S. Government and commercial programs, in the U.S. Army's goal to field the first Future Force FCS Brigade Combat Team (BCT) by 2014. The capability to resupply large caliber ammunition in an automated manner is a FCS BCT program requirement associated with three Manned Ground Vehicle variants: the Non-Line-of-Sight -- Cannon (NLOS-C), the Non-Line-of-Sight -- Mortar (NLOS-M), and the Mounted Combat Systems (MCS). The LCAR capability will be external to the MGV platforms, but will interface with ammunition entry ports that facilitate automated resupply to the internal ammunition handling system in each of the platforms. The LCAR capability will be truck transported and must be compatible with the Heavy Equipment Materiel Truck Transport Load Handling System (HEMTT LHS) and/or Trailer with Palletized Load System (PLS) Flat-rack, which are transportation assets organic to the FCS BCT. No Material Handling Equipment (MHE) truck-mounted or otherwise will be considered.

On 30 August 2006, the LSI will host an Industry Day event for companies interested in being considered as a potential supplier for the LCAR solution. This Industry Day will be held in St. Louis, Missouri. A Draft LCAR RFP will be released at Industry Day. Parties interested in attending the Industry Day should download, complete, and submit the attached questionnaire and Proprietary Information Agreement (PIA) by no later than 16 August 2006. Email the completed questionnaire to: grpfcsn@boeing.com. Fax completed PIAs to the attention of Roz at 314-232-0298. PIAs will need to be executed with all potential suppliers who wish to receive a Draft or Final Request for Proposal (RFP).
If you are unable to attend the Industry Day, but would like to receive RFP information, please submit the questionnaire to the above mailbox and fax the PIA to 314-232-0298, attention Roz by no later than 30 August 2006.
Foreign companies who have an interest in bidding on the LCAR RFP package are urged to register and submit a questionnaire response as quickly as possible regardless of whether or not they plan to attend the Industry Day in order to give the LSI time to start preparing for the appropriate Export Control approvals.
