Description
The Boeing Company, in conjunction with our partner Science Applications International Corporation (SAIC), together acting as Lead Systems Integrator (LSI) for the Army, is pleased to announce a new competitive bid opportunity for engineering consulting services in software integration, hardware integration and planning. FCS is a networked "system of systems." It utilizes advanced communications and technologies to link soldiers with manned and unmanned air platforms, ground platforms, and sensors. The FCS network is a mobile ad hoc network that will be primarily IP based, but will also support legacy technologies.
Boeing is conducting a market survey to identify potential suppliers of technical consulting services in networking technologies with expertise in software integration, development of software interfaces and "patches" for realtime and non-realtime systems. In particular, there will be a significant amount of interfacing of sensor software with the operational software.
Firms possessing systems engineering skills in applicable fields may assist the LSI's System of Systems Engineering and Integration IPT in the following tasks:
- Engineering Design
- Assist in the Development of Detailed Test Procedures
- Assist in the Development of Electrical, Mechanical and Software Interfaces for FCS Experimentation unique equipment.
- Assist with Sensor integration with designated release of SOSCOE
- Develop plan for integration of "Future Force Warrior" (FFW) with SUGV prior to delivery of sensor hardware to LSI SOSIL
- Develop plan for integration of all hardware deliverables
- Develop plan for preliminary integration of hardware, sensors and SOSCOE software with UAV.
- Test Planning & Documentation
- Interface with Air Force systems and sensors and other designated external entities.
- Participate in team meetings and perform assignments from the Experiments Program Manager.
- Logistics, to include working with the administrative offices of the various Bases, Forts and Ranges to secure cooperation and support.
- Networking/Interfaces
- On-site support for preliminary integration will be in Huntington Beach California and/or other locations
- On-Site Field Support also required
- Field support for mini-Experiments as defined by FCS Experiments Program Manager
- System Engineering Support for Experiment Reports
- Support at Planning Meetings
- Plan for and support for issues associated with Information Assurance
- Plan for and support for issues associated with Safety support
- Facility support, including shipping and receipt of hardware to and from HB and to and from Experiments field sites.
RFI Response Outline
The offerer is requested to submit a comprehensive data package in response to this RFI, which is to include the following information.
- Technology White Paper (no more than 5 single-sided pages) The white paper should respond to the request for information outlined in the RFI "Description" section above, including the offerer's existing and near-term technologies applicable the described effort.

Experience and Capabilities (no more than 3 single-sided pages) In addition to your white paper, please address the following items as they relate to this RFI, as appropriate:
- Applicable experience (past and current)
- Customer experience (past and current work with Army or other DoD)
- Program experience (i.e., other FCS involvement)
- Workforce experience and capabilities (e.g., in design, analysis, development, testing)
- Small or Disadvantaged Business Status, if applicable
This RFI is issued solely for information and planning purposes and does not constitute a solicitation. Responses to the RFI will not be returned. Responders are solely responsible for all expenses associated with this RFI. The LSI reserves the right to issue no awards arising out of this RFI.
The Boeing Company anticipates the period of performance will be from date of award in 2007 through March 1, 2012, approximately 5 years. The contract will be partitioned into 5 one-year options, each option to be separately awarded by the LSI.
The Request for Proposal (RFP) will be issued on or about 01/29/07 with responses due to the under signed no later than 02/14/07.
The deadline for RFI package submittal is COB 1/20/07.
