Multi-purpose ATP Test Stands: Fabrication and Delivery of - Request for Information & Call to Interested Parties

Technical Abstract/Opportunity Description:

The information conveyed herein is: (1) the good-faith expression of interest-and intention-of BAE Systems ( on behalf of the FCS Program and Package 24-25 ) to award the development and delivery of two (2) each ATP test station(s) to the Small Disadvantaged Business (SDB) sector. Therefore, members of this diversity business segment who, after objectively assessing this general description and then determine themselves qualified and experienced to respond, are encouraged to respond as described herein.

Notice: To receive technical information more detailed than what is conveyed in this abstract, a responder will first have to execute the required BAE Non-disclosure Agreement (NDA) -- or -- in the event that one is already in force, provide proof of such claim.

Generally, the test set will provide:

  1. 1. Power ( both station power and UUT/TT power )
  2. 2. User Interfaces ( e.g. Ethernet, Serial RS-232/422/423, and Audio
  3. 3. Message traffic generation and monitoring capabilities
  4. 4. RF Monitoring and Control
  5. 5. RF-based management of interconnection & test capability
  6. 6. A Commercial-off-the-Shelf (COTS) test instrument core

Additionally: The basic test console contains a generic set of test instruments, power supplies, and test facilities. The test resources themselves are perceived as connecting to an Interface Connector Assembly (ICA) of some design, accommodating both signal input and power signal. The test console will be tailored for the test of a specific UUT by provision of an Interface Test Adapter (ITA). Then: (1) The physical structure is a metal box chassis that (2) Mounts onto the station ICA, and (3) Provides connectivity to station resources, and (4) Contains receptacles for UUT cables, with (5) No active circuitry, and a scheme that physically separates power & signal wiring.

Thus, the perceived Connection path is: End item (UUT) > Cable > ITA Front Panel > ITA Internal Wiring > ICA Backplane connectors > To either instruments or PXI assets.

Though not firm as yet, the quantity of ATP sets might grow to four (4) each, but is first dependent on scope determinations of the overall program at the prime level.

Interested SDB community parties who deem themselves experienced and qualified should contact the individual named below. After such contact is made, matters related to the proper and legal exchange of FCS technical information ( e.g. the need for an NDA ) will be addressed. If required, the interested party will be provided the required BAE NDA for assessment and execution. Once properly executed by duly authorized parties, the responder will be provide as much technical information as exists at the time.
