Round 1 FAQs

The following questions were submitted in response to BIA round 2 and are preserved here for reference only. Updated Sept. 6, 2002.

Answered Questions from Session 1

1. Q) BIA Specs are often quite vague - where can we go to get a better understanding of the context and issues driving the BIA topic?
A. Round 2 BIA SOWs have specific tasks and deliverables. Questions against the BIAs can be submitted via the website.

2. Q )Is there a planned (published) vehicle delivery schedule? If no, what about a UA (BPE) fielding schedule?
A. No published vehicle delivery schedule exists. A UA(BDE) fielding schedule is defined that build up to 3 BDE/year in FRP.

3. Q) How will ARDEC contracts be interested/coordinated into LSI BAI/SDD process (ex: engine development contracts by TACOM scheduled for prototype delivery in CY04?
A. Incorporation of ARDEC contracts is being worked in concert with other Army/DARPA SoT efforts.

4. Q) Many companies withheld key technologies from round 1 due to insufficient protection afforded IP and proprietary data. What is your IP and proprietary data protection policy for this round and who is the POC that concerns can be discussed with?
A. IP protection is addressed in the model BIA Terms and Conditions posted on the Boeing BIA web page. Concerns will be addressed during negotiations with the LSI buyer and each respective company's contract manager or designate.

5. Q) "Unsuccessful proposals may have future FCS application." The speaker said the proposal "may be forwarded." What does that mean?
A. May be forwarded to selected sources/integrators

6. Q) Are those BIA's indicating DBs set aside for DBs only or are multiple awards planned including other than DBs?
A. No, at least one award will be to an SDB.

7. Q) What is the relationship between the BIAs and SDD RFPs? Does participating in the BIA preclude response to the RFPs for SDD?
A. Participating in the BIA process does not preclude participation in SDD.

8. Q) Why don't you release the names of the contractors awarded BIA contracts, including value and scope of each?
A. The following will be posted on the website: Company name, city, state selected under BIA #1; Attendees at today's Industry Day; Suppliers selected under BIA #2.

9. Q) Will specific component technologies that are subset of the BIAs be considered for award?
A. Generally, no. Partial submittals will not be accepted. Review the BIAs for specific requirements. Any partial submittal outside the BIA should be submitted through the unsolicited process but this process will be on a different time table.

10. Q) Is it intended to power all 16T vehicles with the same engine type?
A. Yes, pending completion of trade studies.

11. Q) Is commitment to international partcipation reflected (to date) in awards to international companies?
A. Several foreign sources were selected during BIA #1.

12. Q) Does the new "Supplier Diversity" program include desire for increased foreign industry role?
A. No. Boeing's Diversity Program is specifically targeted to domestic small and disadvantaged businesses. Boeing does aggressively pursue foreign participation opportunities under our "Industrial Participation" program.

13. Q) You said one submittal per BIA. Does that mean a company may only propose one solution per BIA or were you referring to not sending multiple copies of the same proposal?
A. You should not send mulitiple copies of the same proposal. If you have multiple solutions you can submit multiple proposals. We encourage you to submit your best proposal.

14 Q) How is Boeing proposing to include foreign offerings when the Boeing procurement officers don't want to submit TAAs?
A. TAA applications are being developed and submitted to state department office of Defense Trade Controls.

15. Q) How is Boeing expediting the TAA process so data can be supplied in time for the BIAs?
A. Exemption authorization to allow initiation of work while TAA applications are being reviewed by the US government is being pursued aggressively by Boeing, DARPA and the Army.

16. Q) What if you believe you have a very good solution that only answers part of the BIA? Ex: a payload for a UAV. If you recommend not using long-term relationships, will you match our technology with a supplier?
A Please submit all proposals that are not fully responsive to any BIA or any "very good solutions" through the "unsolicited proposal" link on the website. However, this process will be on a different timeline. If applicable, the LSI will match this technology with the appropriate supplier.

17. Q) Will Boeing supplier status (gold/silver) be a factor in the BIA evaluation or the RFP evaluation?
A. Yes, Boeing is committed toward utilization of high performing suppliers.

18. Q) Will unsolicited technical proposals be given to key FCS prime contractors?
A. Unsolicited proposals will be evaluated and awards will be determined on the merit of their proposal.

19. Q) Will the BIAs be exportable (i.e. can we use foreign subs)?
A. The BIAs are approved for public release (ITAR 125.4(b)(13) and therefore can be released to foreign persons. However, appropriate US government licensing will be required prior to any export/release of ITAR-controlled technical data or services.

20 Q) Are subcontracting opportunities available for 8 (a) technical Army services companies that are not hardware developers?
A. Under the BIA process, the LSI is currently contracting for hardware/integration suppiers. To the extent a small company has expertise to assist the LSI in its role as LSI opportunity may exist. In addition, the government may also solicit for services contracts.

21. Q) Is current support to PEO TM and PEO Aviation project offices, i.e. plus or negative for perceived conflict of interest with FCS?
A. Conflict of interest questions must be considered on a case-by-case basis.

22. Q) Will the charts presented today, the BIAs, the Q/A, etc., be available for viewing on the web by anyone who has access to the Internet?
A. Yes. The presentations will be posted in conjunction with release of the BIAs. Questions and responses will also be posted, typically within 24 - 48 hours.

23. Q) Is consideration being made in SDD phase to ability of offerer to produce the hardware, i.e. past performance in production?
A. The specific criteria for SDD subcontracts has not been determined. It is normal that the detailed integration design and development of prototypes considers the ability to produce hardware.

24. Q) Base weight of the common core platform is critical to carry (weight allowance) of mission modules. We have heard (PEO) say shooters (LOS/BLDS and NLOS) could be slightly heavier than core. What is core goal weight?
A. BIA 15000=MGV Integration addresses the weight goal. Some variants, for example/ LOS/BLOS are allowed to be heavier. Please see BIA 15000 for specific information.

25. Q) Are you driving toward NATO commonality and interoperability in this process?
A. Yes. Interoperability is an FCS requirement.

26. Q) Are proposals from government organizations allowed? If so, are there any special requirements or considerations for government organizations that wish to submit proposals?
A. There is no restriction on participation in the BIAs. To the extent any organization has the needed expertise, they are encouraged to partcipate.

Answered Questions from Session 2

27. Q) Will you be specifying technical data standards during the initial phases? Is DARPA going to be involved in this? Is industry?
A. Technical data standards supporting integration and interoperability requirements will be specified.

28. Q) Are other categories of UAVs being considered? Particularly VTOL UAVs? What size and capability?
A. BIAs 15200, 15250, 15260, 15270 address categories of UAVs. VTOL is being considered. Existing UAV programs may be considered.

29. Q) When will the LSI establish industry IPTs and how will participation be determined?
A. SDD IPT members will be determined through acquisition strategy and definition of SDD effort. Industry is already supporting IPTs through current BIAs.

30. Q) Will there be one "overarching" RFP or a single RFP for each component?
A. The procurement strategy for SDD is still being worked between the LSI and the government.

31. Q) Why is the LSI not announcing SDD awards and contractors prior to the MSB decision?
A. Milestone B decision process and the SDD subcontract award selection process are two separate processes. The SDD award to the LSI cannot occur prior to the MSB and it would not be prudent for the LSI to make awards prior to receiving their award.

32. Q) Are gun and ammunition issues going to be addressed by platform integrators or otherwise?
A. By platform integrators. Refer to BIA 15000 - MGV Integration.

33. Q) When will foreign responders to the April BIAs be notified of non-interest?
A. All suppliers that have submitted proposals under BIA #1 should have been notified as to whether they have been selected or not. If you have not yet been notified please notify us via the "Questions" link on the website and provide your company name and the proposal author.

34. Q) Is a security clearance required for any phase of this program?
A. Yes, the level will depend on the activity involved. Clearances required will range from Secret/National Agency Check to Top Secret/Special Access Required/Sensitive Compartment Information.

35. Q) Does the LSI have a hardware exclusion? Isn't this part of being an honest broker?
A. No.

36. Q) What restrictions are there for foreign firms?
A. Foreign firms are encouraged to participate. However, the commodities involved are principally defense articles governed by the International Traffic in Arms Regulations. Therefore, foreign firm participation will require appropriate export licensing. Also, US security requirements must be considered.

37. Q) Are there any impacts from the PEO Industry Day? How/when will they be implemented?
A. Feedback from PEO Industry Day is being considered in development of the acquisition strategy.

38. Q) Successful bidders will be asked to collaborate - will the LSI tell the successful bidders with whom they should be collaborating?
A. Yes, at the time of award subject to agreement by the parties.

39. Q) Could you repeat the subtle hint about long term partnering?
A. Long term teaming could result in contractual restrictions between the suppliers.

40. Q) What are the plans to transition DARPA emergency technologies into FCS? Will current ACTDs be leveraged and used for FCS?
A. DARPA S& T and application ACTD programs will be utilized for FCS on a case-by-case basis.

41. Q) Can unsuccessful bids made in round 1 be considered to be passed to integrators or should they be resubmitted as unsolicited proposals?
A. No proposals made during BIA #1 have been forwarded to any integrators. Offerors may respond to BIA #2, submit an unsolicited proposal or work with integrators. This process will not be on the same timeframe as the BIAs. Offerors are encouraged to work with integrators.

42. Q) What criteria will the LSI use for the basis of award for the SDD RFPs. How and will be Army participate in the evaluation?
A. Draft RFPs for SDD will be provided to industry for comment. Some level of criteria will be identified within the draft RFP. The government will participate in the same capacity as they are during the BIA process.

43. Q) Many BIA #1 responses proposed subsystem and component technologies considered too detailed for round one. Sounds like round two is aimed at integrators. When and how will subsystem and key component level proposals be considered?
A. SDD requests for proposals for components will be through integrators. Component suppliers can approach integrators based on round #2 BIAs or submit an unsolicited proposal via the website.

44. Q) Will you publish a list of individuals and companies that attended the industry symposium?
A. Yes. Here is the link.

45. Q) What is the detailed definition of Information Management? What does it encompass?
A. The Information Management system will be built by the LSI. It is all the APIs, services, and agents that that form the middle layer of the FCS software architecture. It rides on top of the operating system and provides the frame work where all applications reside.

46. Q) How does WSTAWG and DIICOT relate to FCS and commonality goals? Does FCS have a DIICOT mandate?
A. They are not part of BIA round 2. Standards will be flowed down as part of performance specifications and RFPs for the SDD phase.

47. Q) How is Advanced Collaborative Environment defined?
A. ACE is an information/collaboration environment that provides controlled access to all information, both released and in work, and work flows relevant to FCS. Data types run the gamut from geometry to business management elements. Historical data relating to that information and multiple levels of access control and security are key parts of ACE. The collaboration aspects allow focused tasks to be isolated ( data and invited participants ) from the larger project and worked on through threaded discussions, local actions, and in work files. At all times historical information is maintained allowing for complete audit trails. ACE allows for rapid, fully informed decisions.

48. Q) What intellectual property protection will be provided?
A. Our general BIA instructions contain our policy regarding protection of IP. If you are awarded a contract the applicable provisions will be included in your P.O.

49. Q) What are the subcontract flowdown requirements from Lead Systems Integrators to subtier levels?
A. See T&C's posted on Web.

50. Q) What is the dollar value of awards for unsolicited proposals?
A. Value is TBD. We will pursue unsolicited proposals if they are in the best interest of the FCS Program.

51. Q) Can a supplier propose to support a subset of a BIA requirement or is it all or nothing?
A. Must bid all unless otherwise allowed in a BIA. Suppliers are encouraged to utilize the Unsolicited Proposals BIA as a conduit to submit their information for consideration if it does not fulfill the requirements of a posted BIA.

52. Q) How should a supplier respond to activities which are common to several BIAs?
A. Submit a separate stand-alone proposal for each BIA. Ensure it addresses only the requirements of that BIA.

53. Q) Would cost share be allowed or even encouraged?
A. Although the provision of cost share is not a separate evaluation criteria, if offered, it will be examined for its realism and overall value to the proposal. Supplier cost share is acceptable if it is beneficial and provides a best value solution for the FCS program. However, all contracts awarded will be Firm Fixed Price.

54. Q) Your one chart showed "Extend existing BIA's". How do these extended BIA's relate to the Round 2 BIA process?
A. Extensions are being done on a case-by-case basis to continue with tasks acquired by BIA 1. This activity is separate from BIA 2 activity.

55. Q) How does a supplier demonstrate equipment?
A. If you have any specific equipment or concept that you would like to demonstrate, submit a white paper via the "Unsolicited Proposal" mailbox.

56. Q) What are the rough inventory goals for the I6T vehicles, UAV's, GT robots and other platforms?
A. TBD during SDD phase.

57. Q) Pursuant to DOD future logistics enterprise's focus on public-private partnerships, does Boeing/Government intend to pursue industry-depot partnerships for production and sustainment of the FCS? If so, how will it be encouraged?
A. The Life Cycle Support Decision for the FCS Systems of Systems will be made during the SDD Phase.

58. Q) Each speaker has stated the desire for industry involvement, feedback, suggestions, etc. Short of asking a question, what vehicle do we have to accomplish this?
A. Through unsolicited proposals, FAQ, and feedback loop during RFP/ specification coordination process, all of which should be submitted via the FCS website. This methodology ensures a "level playing field" to all who are interested submitting proposals to the team.

59. Q) What will be the nature of industry involvement in the Block 2 and Block 3 development activities? Will there be a series of Block 2 BIA's released and, if so when?
A. No. There is no current plan for Block 2 BIA's. Industry involvement will be determined by SDD Phase RFP's.

60. Q) A lot of us here today attended Friday's meeting with Joe Yakovac. What did the LSI and the Army learn from that discussion?
A. The NDIA-sponsored session allowed for sharing of information and thoughts. There were no specific conclusions or answers reached. The PEO will continue to refine their organization and relationship with Industry as the program moves forward.

61. Q) Based on Army/Congressional directions on the Crusader termination and transfer of funds for FCSNLOS, is competition at system and subsystems blocked for certain technologies? Same question re: Future Scout?
A. The procurement strategy for FCS is still being identified. Industry will be informed of the strategy as soon as agreement on the final version is reached.

62. Q) What industry partnering opportunities/meetings will the LSI team foster? At this time, we are being discouraged from forming teams, but at some point this will be necessary. Is there some milestone after which teaming will be encouraged?
A. The procurement strategy for FCS is still being identified. Industry will be informed of the strategy as soon as agreement on the final version is reached.

63. Q) Is it Boeing's intention to be a supplier (vendor) of any of the following:

A. Results of integrator commonality studies and the GOV/LSI acquisition strategy development will establish the procurement approach. The designs must integrate with the overall system, including the distributed information management operating environment. Firewalled Boeing or SAIC business units can bid the same as any other supplier through the BIA or RFP processes.

64. Q) If you really want to enter SDD with PDR-ready designs, when are you developing those designs? Risk reduction and spec development don't get you to PDR!
A. These designs will be developed during execution of this round of BIA's and will be continued through the first half of FY03.

65. Q) If this BIA #2 effort ends in December/January, and SDD begins in May/June, is there a 5-month gap in effort?
A. Many tasks, including continued specification refinement, design maturation, RFP / proposal activity and SDD phase preparation are planned for January - June.

66. Q) What, when, where, who-- please answer these questions as regards to interworking antennas into/onto the combat vehicle/vehicles?
A. Initial definition will be provided upon BIA award. Refinement will occur during BIA/RFP activity.

67. Q) I didn't see a propulsion system subsystem BIA. Has that been excluded or embedded in another BIA?
A. Propulsion is included as Mobility in the 15000 MGV System Integrator.

68. Q) If there are several technology/system areas in a single BIA, can a company submit a response per area?
A. Only if allowed by the specific BIA wording.

69. Q) Common components need to be developed by the LSI to make them common. Why are there no common component BIA's identified for Round 2? (i.e., batteries)
A. Some common components will be the responsibility of vehicle integrator. The procurement strategy for FCS is still being identified. Industry will be informed of the strategy as soon as agreement on the final version is reached.

70. Q) "Common Component subsystem interface requirements." When do you expect to identify, define and make those selections known to Industry?
A. Initial definition will be provided upon BIA award. Refinement will occur during BIA/RFP activity.

71. Q) What are the FCS chemical and biological air filtration/protection system requirements? The ORD is scheduled for approval by August 30, 2002. The BIA #2 NBC submissions are due August 26, 2002. What are the CB air filtration systems requirements?
A. Initial definition will be provided upon BIA award. Refinement will occur during BIA/RFP activity.

72. Q) If we have received or are performing work under contract to Boeing, are we automatically on your Diversity list? How can we assure that the entire company is represented with the full scope of capabilities?
A. There is no requirement to automatically add suppliers to our supplier diversity database. However, if your company is awarded a contract with Boeing through FCS, the Supplier Diversity Office will take measures to assure that your company is added to the supplier diversity database, upon your completion of a detailed supplier questionnaire. We encourage suppliers to register with the SBA Pro-net website. It is the responsibility of the supplier to update their profile regarding their capabilities in Pro-net.

73. Q) Will foreign small business firms be included in the Supplier Diversity Program?
A. No, the Supplier Diversity Program is for domestic suppliers.

FAQs added Aug. 22

74. Q) Can -- and under what circumstances could -- the period of performance for BIA 16500, Battlefield Identification, be extended beyond the stated period 10/9/02 -12/16/02?
A. The period of performance is currently planned to end 12/16/02. The LSI/Government may make a determination during BIA execution that an extension of the BIA will be required. This will be addressed on a case by case basis.

75. Q) Please confirm that the page limit for the Supportability BIA #18300, Design and Integration Approach, cannot exceed five pages. We believe that five pages is inadequate to fully detail our proposed solution to this complex FCS pillar and, at the same time, be responsive to the defined tasks and deliverables.
A. Our page count is limited to five pages.

76. Q) Will special consideration be given to small business interests or Non-Traditional Defense Contractors when evaluating BIA responses?
A. We have identified numerous BIAs (those highlighted with "DB") and plan to award at least one diversity business as long as we have a qualified candidate.

77. Q) In BIA 15000 on page 5 of 6 under Evaluation Criteria, Technical Approach the page limitation is set at Twenty-five (25) pages. However in the Supplier Response Form at Number 43 you limit the entry of a technical response to Five (5) pages. Please advise if the Supplier Response Form at Number 43 has the capacity to receive the 25 pages allowed for in the BIA 15000 Announcement?
A. 25 pages for BIA 15000 is correct. The response form allows for deviations to the page limit based on the limit provided in each individual BIA.

78. Q) We have been in communication with a potential government sponsor for a study very similar to BIA 17000.1 - Battle Command on the Move. They have indicated to us that they would be interested in pooling money with the BIA effort to create a more in-depth study. Both programs would benefit from the results of the study.

Or, would the suggestion of sharing of results between two independently funded efforts be a positive consideration during the BIA proposal evaluation?
A. Boeing is interested in exploring all opportunities to leverage programs. The evaluation criteria is included in each BIA. No relationships related to the BIAs will be explored before the BIA evaluation is complete.

79. Q) Where and how are questions responded to? The FAQ's are in response to the Industry day but I can not find any new responses.
A. Questions are now being posted on the BIA web site. Please check back everyday as postings happen daily.

80. Q) Our company submitted a large number of bids into your FCS program in April this year. To date we have only had a response on a small number. I would be very grateful if you could let us have the results on all submitted bids.
A. Boeing notified all successful respondents of their selection and has attempted to notify unsuccessful respondents via letter. A complete listing of the selected suppliers for each Round 1 BIA will soon be posted.

81. Q) Questions 44 and 45 refer to understanding and mitigation of technical challenges. Responses are only required "If requested in the BIA". We have reviewed the BIA Instructions and BIAs for the OAV, SUAV and TUAV and see no request. Is a response not required and if one is required what is the page limitation?
A. For the BIAs you mention, there is no requirement to discuss risk or risk mitigation.

82. Q) I am unable to open up the Supplier Response Form in the Web site. The error message indicates that the site is not available.
A. The Supplier Response Form is now active as of 8/19/2002.

83. Q) Can you please provide contact information for the Supplier Diversity Team?

84. Q) Are the questions and answers from the industry day briefings going to be posted?
A. Yes, they are on the web site.

85. Q) We are looking to partner with other prospective bidders for C4ISR initiatives especially in the realm of advanced visualization of interpretive and tacit knowledge, uncertainty and command and control. We have unique expertise and technology that we know would be a strong complement for the Future Combat Systems being developed by Boeing and others. We are currently responding to several BAAs and would like to expand our team of strong partners. We would like to have a contact person like a contract specialist to get a better sense if this program is appropriate to us. Can you send us contact?
A. All the BIA's contain the background and Scope of Work required. Questions regarding a specific scope of work will be addressed. Please see our web site for more information on the FCS program. The LSI will post the BIA #1 and #2 winners.

86. Q) Our company submitted a proposal in response to the first BIA for the FCS program and has never received correspondence back concerning the proposal. Please advise.
A. All companies receiving awards out of BIA #1 have been notified. All participants not awarded contracts should have received a letter thanking them for their participation.

87. Q) The Supplier Response form indicates that the page limits for boxes 44 and 45 are "specified in the BIA." However, for BIA topic 15350.1, Armed Reconnaissance Vehicle UGV, there is no limit specified for these entries. What should the page limit be for each of these two boxes? Based on other BIAs, it would seem that 2 pages each is appropriate.
A. For the BIA you mention, there is no requirement to discuss risk or risk mitigation.

88. Q) We'll appreciate getting more information about "supplier response form" for the FCS Program.
A. The response form is now active and on the web.

89. Q) Question 8 from your list of Questions at this meeting said that the following will be posted on the website: Company name, city, state selected under BIA #1; Attendees at today's Industry Day; Suppliers selected under BIA #2.
I located a listing of Attendees at: http://www.boeing.com/defense-space/ic/fcs/bia/attendees.html Is this list actually a list of attendees for the first Industry Day? I do not see anyone I knew that attended the August 6th meeting. I cannot find the list of companies selected under BIA #1. Please let me know where I can find that information.

A. A list of attendees to the August 6, 2002, Industry Day was posted August 19th and may be found on the FCS web site. All companies receiving awards out of BIA #1 have been notified and will be posted on the Web soon.

90. Q) Some of the BIA topics listed give the following message when clicked: "The requested object does not exist on this server. The link you followed is either outdated, inaccurate, or the server has been instructed not to let you have it." Is there some reason why everyone does not have access to all BIA topics? In particular, we are interested in 15810 Unmanned Combat Demonstration. How do we get access to this topic?
A. There is no 15810 in round II.

91. Q) When I open the Combat Systems and C4ISR sites for Round 2 they appear to have the same content as Round 1. How can I be sure I am getting the latest information. For example, during industry day we were told there were 13 combat systems categories and 9 C4ISR. I find 20 combat systems and 19 C4ISR. At the bottom there are links only to categories for Combat Systems, C4ISR and Supportability rather than all five that include Training and Test and Evaluation.
A. Suggest you clear your cache when viewing the web page. You may be looking at old data. All round II BIAs have been loaded to the web page.

92. Q) BIA 15712 states " The Program anticipates a funding level of up to $100,000 for the contract award(s) resulting from this BIA." Is this funding level the total expected for the entire BIA, or for each of the major subsystems efforts defined in the BIA?
A. Total value of the entire BIA.

93. Q) The web site only has the supplier response form for BIA 15020. How/where do I get a supplier response form for other BIAs?
A. The Supplier Response Form is now available for all BIAs.

94. Q) We are preparing an Unsolicited Proposal for submittal to Boeing, question is: due date for submittal. Is the date for submittal the same as the BIAs (08.26.02) or is there a different date for unsolicited proposals?
A. Unsolicited proposals can be submitted at any time and are not being evaluated on the same timeline. We expect the unsolicited process will be open for the next few weeks.

95. Q) "Integrators" are frequently identified in your responses, eg., unsuccessful round 1 BIAs were forwarded to "integrators"; component and subsystem offerors should contact "integrators"; components and subsystems will be solicited by RFPs from "integrators". Yet, when awardees in round 1 are identified, only their name and address are provided. A. ROMs do not need to be generated using computerized parametric estimating software tools.

100. Q) The Supplier Response Form clearly indicates page limits in items 17, 43, 46, 47, and 48, and states, "Any text exceeding the page limit will not be evaluated." The Broad Industry Announcement - Future Combat Systems page's Offeror's Proposal section states that page-count limitations are based on text in Arial font, minimum size of 10 point, but does not specify margin widths to help define what constitutes "a page". For example, a page in 10 Point Arial fonts with ½ inch margins (top, bottom, sides) contains more text than the same font and size text on a page with 1-inch margins all around. Incomplete definition of "a page" could result in non-evaluation of some portion of an offeror's response if the text field of the Supplier Response Form is printed out with different margins than that with which it was composed. What is the definition of a "page" for purposes of the Supplier Response Form?

A. Laser rangefinder and/or target designator is a desireable alternate or secondary payload on all FCS UAVs.

105. Q) BIAs 14300.1 and 14300.2 have many similar statements and appear to have some overlap. However, my general interpretation in systems engineering terms is that 14300.1 is focused on requirements derivation and analysis while 14300.2 is focused on domain analysis. Is this correct?
A. The FCS Test & Evaluation (T&E) Group is currently organized into four separate areas. The areas are Test Planning & Design, Test Integration & Execution, Test Evaluation & Reporting, and Test Resources & Facilities. 14300.1 is intended to provide direct support for the Test Resources & Facilities areas of responsibility. 14300.2 is intended to provide direct support for the other three areas of the T&E Group.

106. Q) The Computer Systems, Networks and Data Storage BIA 16123 addresses the topics of networking and communications in the Introduction and as part of Task 4 (Computer System Specification). However, these topics are not addressed in any of the other tasks (capabilities and experience, trade studies and technology survey, modeling and simulation, ability to meet PDR). Are these omissions deliberate? Given that there are no other BIAs addressing the networking and communication topics, we suggest that these topics be given applicable attention in all tasks.
A. The omissions were deliberate. Any supplier is welcome to provide whatever information they choose above and beyond what is required in the BIA as unsolicited information.

107. Q) If a BIA submission represents a response from a prime and sub, should the company data reflect only that of the prime?
A. Yes.

108. Q) Request clarification regarding BIA # 15350.2 (Autonomous Navigation Subsystem). Is the ANS an all-encompassing subsystem or is it just the "Navigation Module" and required interfaces that link to the balance of the sensors and software that provide perception, world modeling, behavior and command generation functions?
A. Per the detailed description in the BIA, "The ANS consists of sensors, software and interfaces that perform land navigation, perception, world modeling, behavior generation and command generation functions to provide a semi-autonomous mobility capability." The ANS is the "all-encompassing subsystem" to provide semi-autonomous capability.

109. Q) BIA 15713 Mobility under Combat Systems could not be viewed. "Not Found" popped up. All others appeared in great shape. Can you advise?
A. The BIA for Mobility has been pulled. It is now part of BIA 15000.

110. Q) There is no blue highlighted link to the 19 Aug. supplier response form. How can we access this?
A. You are correct, there is no direct link. We built the programming that way on purpose. Keep drilling down from the BIA you are interested in. Start with the "submit" button, and follow the path.

A. There is no problem with including URLs.

113. Q1) Will the Battlefield Identification design & development be competed in the SDD phase?
A. Yes.
Q2) If so, will participation in Phase 2 of the effort in any way affect an offerer's potential for an SDD phase award (either positively or negatively).
A. No negative effect, but a positive effect may be that the offeror who participated in phase 2 may have a better understanding of what is required in SDD.
Q3) BIA# 16500 requires the "Specification of a sensor information processing Architecture" and the development of "Product specifications for fusion software applications". Given that the program is in pre-PDR phase, what is the level of detail required for these documents (that should be accounted for in Cost estimates)?
A. The LSI is looking for assistance in creating the architecture documentation and the procurement specification that will be used as part of the RFP package for the SDD phase. The detail required is to the level that will allow SDD offerers to accurately cost the SDD phase.

114. Q1) The "Subcontract Completion Date" for BIA 16320 is specified as March 31, 2003. Is this correct?
A. The date is incorrect, it should be 11/29/02.
Q2) The Industry Day presentation indicated that these Round 2 BIAs would be completed by January, 2003. Many of the other BIAs have completion dates of 12/16/02 or 12/20/02. BIA 16320 has the same schedule for Coordination Meetings as these other BIAs, with no Coordination Meeting after 11/18/02. If 3/31/03 is the correct completion date, will there be Coordination Meetings after 11/18/02?
A. No.

115. Q) The term "Distributed Information Management" appears in Task 2 of BIA #16320, Modeling & Simulation. Is there an FCS-standard Conops or architecture description for "Distributed Information Management", and if so, can you provide a reference?
A. The LSI has requested permission to build the DIM. It is all the APIs, services, and agents that form the middle layer of the FCS software architecture. It rides on top of the operating system and provides the frame work where all applications reside.

116. Q) We are considering responding to your BIA 17000.4 Switchable Vision Block. It is not clear to us whether the "Switchable vision block" is specific existing hardware which you are asking the contractor to evaluate against other techniques or if it just a generic term for the operator's display.
A. The Switchable Vision Block is a concept where a vehicle periscope (or other direct-view optics) might be developed to display a virtual image in place of, or in addition to, the real world image (augmented reality). It may also be turned off so that only the normal, real, view scene is presented.

117. Q) BIA Number 15350.1, Armed Reconnaissance Vehicle UGV (6 Ton), states that "The ARV incorporates a turret system capable of launching missiles such as the Common Missile or Hellfire..." Does this imply that the turret system will have a requirement for an onboard laser target designator?
A. Yes, with range better than maximum missile range capability.

118. Q) The Program anticipates a funding level of up to $95,000 for the contract award(s) related to the common crew station tasks and $50,000 for each award related to WMI software architecture tasks. Our group is thinking of bidding on the five WMI software architecture tasks. Is the $50K cost indicated in the BIA per task (Total of 250k for the five tasks) or $50K for the combined five tasks??
A. $50K for all five.

119. Q) We are interested in responding to the BIA: Warfighter Machine Interface - Common Crew Station & WMI Software Layer. However, we are not in a position to address all of the tasks listed. Is it appropriate to submit a proposal that addresses only 2 or 3 of the specific tasks listed? Or are you only looking for proposals that can address all of the tasks listed?
A. Respondents may submit a proposal for the Common Crew Station Tasks 6-18 or WMI Software Architecture Tasks 1-5. Partial responses within these task groupings will not be considered, but may be submitted as an "Unsolicited Proposal."

120. Q) What is the definition of FCS T&E Target Systems? Are these specific/critical systems on the FCS platforms that need to be evaluated or are these particular elements of the T&E resources and facilities themselves that must be developed? Or something else?
A. The FCS T&E Target Systems are the vehicles and/or weapons that represent the enemy forces that FCS will operate against during field testing.

121. Q) Subject BIA implies that offeror will be required to perform beyond the scheduled contract completion date of 20 December 2002. What is the anticipated level of effort to support SDD WBS development?
A. The period of performance for this BIA ends 20 December 2002. The offerer will develop work products (spec, sow, etc.) describing a recommended SDD program plan. SDD will commence after completion of the BIA effort and recommended SDD work tasks are not considered part of the BIA effort.

122. Q) ITAR questions (# 20 to #27) on the interactive response form seem to be applicable for US companies only. How should foreign companies answer these questions?
A. The referenced questions are directed toward U.S. Corporations, who during the course of contracting will be receiving U.S. Government Export controlled data. The correct answer for foreign corporations responding to this BIA would be "not applicable". Access to U.S. export controlled data in their cases would involve the use of U.S. approved export licenses.

123. Q) BIA 15000 in Table 1, paragraph T4 defines a Missile Vehicle. Can a Missile System (Launcher and Missile) be offered as part of this BIA? If not, when and where such a System can such a system be offered for the FCS?
A. BIA 15000 is only for vehicle integrators that can build a complete vehicle. The vehicle integrators will be responsible for integrating the weapon system or mission module on the vehicle.

124. Q) What, when, where, who---please answer these questions as regards to interworking antennas into/onto the combat vehicle/vehicles?
A. Initial definition will be provided upon BIA award. Refinement will occur during BIA/RFP activity.

125. Q1) I didn't see a propulsion system subsystem BIA. Has that been excluded or embedded in another BIA?
A. Chassis/hull and mobility are incorporated into integrated vehicle BIA.

126. Q) Common components need to be developed by the LSI to make them common. Why are there no common component BIA's identified for Round 2? (i.e. batteries)

129. Q) What rationale was used by the LSI team to determine which of the Round 2 BIA's would be designated for "Diversity Business" (DB) awards and which would not? Why were no C4ISR on T&E BIA's designated for DB awards?
A. The LSI reviewed the available opportunities in each BIA area in terms of schedule and available budget, and identified specific areas where awards could be allocated to DB suppliers. This does not preclude awards to DB suppliers in any of the available BIAs. DBs are encouraged to submit responses to any BIA where their skills, products and/or capabilities meet the required criteria.

130. Q) I was wondering if you're looking for a Vehicle Tampering Detection solution?
A: Please follow the instructions on the FCS web site regarding unsolicited proposals.

131. Q) We are a small business component level supplier, with state-of-the-art capabilities for manufacture, and wish to submit our capabilities for the FCS Program. Where should we send our capabilities information?

142. What is TRL 6? Reference BIA 15200 on HALE, Task 1, fourth paragraph
A. The Tech Readiness Level (TRL) refers to a NASA chart of 9 levels of tech readiness, from "gleam in the eye" concept (TRL 1) to fielded systems (TRL 9). TRL 6 is where a system has been proven by prototype operation in a relevant environment (vs laboratory hardware in a controlled environment).

6. System/subsystem model or prototype demonstration in a relevant environment.

Representative model or prototype system, which is well beyond that of TRL 5, is tested in a relevant environment. Represents a major step up in a technology's demonstrated readiness.Examples include testing a prototype in a high fidelity laboratory environment or in simulated operational environment.

143. Would it be possible for you to spell out all the acronyms in the UAV proposals? For example, although I understand a SAR is Synthetic Aperture Radar, I'm not sure what an "NBC" Sensor is off the top of my head. However like Technology Readiness Levels, once you spell it I understand what is required.
A. NBC is "Nuclear, Biological, Chemical"

144. BIA 14300.2 Task 1: What is meant by target system requirements?
A. The FCS T&E Target Systems are the vehicles and/or weapons that represent the enemy forces that FCS will operate against during field-testing.

145. We have a question on BIA 17000.2 Actual Model of Human Performance:
We have two possible interpretations of what you mean by a model of human performance that can be used for the purposes and in the environments you describe.

A. The preferred model we wish to use is one based on actual performance of student and expert models as in the second paragraph, not on the "anthropomorphically correct" models as referenced in the first paragraph. Quoting from the respondent's own input, "The second type of model would be represented by work in areas ranging from intelligent tutoring systems (ITSs) to pilot's associate (PA) or rotorcraft pilot associate (RPA). For example, in ITSs, the models are student and expert models, which attempt to represent the current state of the student's understanding of a problem domain and the knowledge of the expert, respectively. These types of systems include models of human performance of varying types, but the primary types are rule-based (e.g., expert systems), task network, semantic network, or statistical/mathematical models, all with the goal of encoding human judgment or decision-making."

146. Since windchill is being used by the FCS PM, will there be any consideration for alternate systems? Interoperability standards seem to be an important issue and we are interested in participating in that discussion. There are other tools available in modeling/simulation, C4ISR, life cycle management; will there be an opportunity for best class evaluation of these tools which are commercially available?
A. Windchill is a one part of the FCS Advanced Collaborative Environment (ACE) being used for this contract period. The ACE provides controlled access to, and configuration management of information needed to make program decisions. ACE also includes a collaboration capability that expedites the development of Program requirements and supporting trade study results. There is no intention of considering different platforms for this contract phase. There are many applications/tools that use data from, and provide data to, ACE. Tools that provide more value in Modeling, Simulation, C4ISR, and life cycle management over what we are currently, or plan to be using, will be considered for inclusion in the overall environment.

147. Is the Operating Environment (OE) which is part of the vehicle software and electronics architecture to be developed/specified by the LSI working with CSC, or is it up to each platform integrator to select an OE that best meets the needs of the 16-ton vehicle family?
A. To reduce life cycle costs and logistics foot print, commonality between the platforms is a goal for the FCS program. This requires that vehicle software and electronics architecture be developed/specified by the LSI working with the platform integrators.

148. Regarding FCS BIA 18300: The BIA requires integration of the proposed logistics capabilities with the specified warfight models. At the start of the subcontract, will there be a testbed installation available to the subcontractor that contains the 4 warfight models? If so, will this testbed be available via the Internet?
A. No there will be no testbed available of the 4 goverment approved warfight models.

149. I work at the Army Materiel Systems Analysis Activity (AMSAA) in the logistics division. Recently, my team leader attended the Supportability IPT hosted by the LSI. There was mention of the Supportability IPT pursuing a Trade Study through the BIA process concerning potable water for FCS. We would like to know whether this is the same trade study TARDEC is performing comparing between potable water from vehicle exhaust and resupplying the FCS UA with potable water via other means. Is the LSI performing a separate study?
A. There is no Round II BIA regarding trade studies for potable water. The LSI is performing a separate study on Water generation and purification as a result of a round I BIA award.

150. Applied Research Associates will submit a proposal addressing the Future Combat Systems Supportability BIA. In order to prepare a proposal in this area that fully meets your requirements we will need additional technical information on the JANUS, OneSAF Test Bed (OTB), CASTFOREM, and VIC models. Although we are familiar with the functionality of these models, to meet the interface and data extraction/population requirements of this BIA we will need for each model:
(1) The interface specification for each of the warfighting modules (spanning architectural design to function call level)
(2) Architectural overview of each module and any other information that will assist in understanding the issues that will arise in integrating/federating logistics models with the warfighting modules.
(3) Database architecture and data descriptions in order to understand the types of data, the quantity of data and the data flow between model modules (for data that is to be extracted directly from warfighting module databases).
Alternatively, it this information is available on-line, we will do all necessary analysis as part of the proposal process if you can provide us access to the source of this information.

A) Respondents may choose to address any or all technology areas within a BIA as a separate partial submittal to the BIA and provide up to six (6) pages with each response. If this approach is taken, each submittal must "stand alone" and be able to be evaluated on its own technical merit and cost (if applicable) (submittals should not reference another submittal). Boeing may request additional information from any respondent based on the BIA response. Respondents may also indicate the nature of additional information that is available upon request.

4. Q) There is no Supplier Information Request Form attached where can we get it?
A) The form is available through the electronic submittal process on the web site. Once a respondent clicks the "Agree button" (with provisions for submittal), an electronic version of the form is available.

5. Q) Is it Boeing's intention to select System Integrators and Subsystem providers during the CTD phase? If so, will these selections be made solely from responses to the BIAs?
A) No. Industry, including Systems Integrators and Subsystem providers receiving trade studies subcontracts or subcontracts to support specification development during CTD will be required to compete against industry for participation in FCS Block 1 RFP for SDD.

6. Q) Can electronic White Papers for multiple BIA responses be consolidated on a single CD-ROM, or is each White Paper to be submitted as an attachment to each separate e-mail response?
A) All responses to BIAs must be transmitted electronically. CD-ROM, paper or facsimile submittals are not allowed. Each submittal should "stand alone" and reference only the BIA number it is in response to.

7. Q) What is the preference for embedded graphics or charts (i.e., JPEG, GIF, PowerPoint, etc)?
A) Graphics should be either PowerPoint or PDF. Senders are cautioned not to overuse graphics due to the size limit of 3 Meg. Graphics and charts are included in the page count under the six (6) page limitation.

8. Q) For BIAs requesting multiple capabilities will multiple subcontracts be awarded?
A) Based on an evaluation of BIA responses, single or multiple contracts may be awarded.

9. Q) Can a single unique capability affecting multiple BIAs be consolidated for multiple BIAs?
A) Submittals must stand-alone and be in response to and reference the BIA number and specific technology area being addressed. Technologies that may be applied to multiple BIAs should be submitted as stand-alone responses to the individual BIAs (no "blanket" submittals are allowed).

10. Q) The "BIA Instructions" page clearly states that White Papers shall not exceed 6 pages in length. However, the specific instructions in BIAs 16520,16530, 16533, and 16540 call out a 10-page white paper, broken out as follows: 5-page technology paper, 3-page experience/capabilities, 2-page proposed involvement. Please clarify the requested format for these four BIAs.
A) Page count has been changed to 6 pages to be consistent with all other BIAs, and to be consistent with BIA instructions.

11. Q) Are Government agencies and laboratories eligible to respond to the BIAs, or is the solicitation limited to private industry only?
A) BIA responses are encouraged from all sources including, Nontraditional Defense Contractors, Defense Contractors, Foreign entities, academia, Government Agencies and Laboratories.

12. Q) Will there be any extensions allowed on 15 day submission requirement...if so, how do we request?
A) Responses are requested to be submitted by 15 April '02. Offerors are cautioned that any later submittals may be subject to budgetary and schedule constraints.

13. Q) Who do I contact if I have questions or am having difficulties with submitting my offer electronically? Who do I contact if I am having difficulties with the web page?
A) Please submit all questions through the "Questions" mailbox posted on the FCS web page. Questions detailing specific problems are recommended to help facilitate resolution. Quick Troubleshooting:

A)Yes. Submittals are not required to address all technical areas within the BIA. Partial submittals will be accepted and evaluated as a stand-alone response to the specific technical area proposed. Likewise, proposed alternative approaches that meet the overall technical objective will be given consideration. In addition, see question and answer #3.

19. Q) Re: the cost proposals; we would prefer not to split out labor rates and burdens. Is it acceptable to detail the labor hours by skill mix; number of trips; and other ODCs; then just show a bottom line dollar figure?
A) Respondents should provide adequate information to evaluate cost proposals to determine the reasonableness of the proposed cost. Respondents should provide the greatest level of cost detail that they are capable of furnishing to facilitate the evaluation and selection process.

20. Q) How does Boeing ensure the industry both the opportunity and current information?
A) The web site is available for public access, and will be updated as additional information becomes available process.

21. Q) What information is available and not available, i.e., the contact of the FCS POC and phone number?
A) All information available will be posted on the web site. If additional information is required you will be contacted.

22. Q) The BIA instructions cite a due date of 15 calendar days after the release date of the BIA. I can find no release date on the BIA's on the public web site. What is the release date?
A) White Papers and supporting data are requested by 3:00 p.m. Pacific Daylight Time, on April 15, 2002.

23. Q) Can one offeror propose more than one white paper for a given BIA topic? For example, we would like to propose one white paper each for the eight ordnance group vehicle systems under BIA 154ORD. Or, should we be structuring our proposal as one white paper for the entire ordnance family of vehicles?

24. Q) Will there be Non-Disclosure Agreement to protect data?
A) See the FCS web site information regarding submittal of proprietary data.

25. Q) How will proprietary and classified data be handled?
A) The LSI will work with the DARPA/Army to determine the handling of classified information from industry.

26. Q) There is no Supplier Information Request Form attached where can we get it?
A) The form is available through the electronic submittal process on the web site. Once a respondent clicks the "Agree button" (with provisions for submittal), an electronic version of the form is available.

27. Q) If a company's BIA SOW involves doing trade studies; will that firm (if selected for a subcontract) become a member of the respective IPT?
A) No. However, the respective IPT will l work with the CTD subcontractors to ensure program schedules, requirements and objectives are communicated in a clear, timely and concise manner.

28. Q) The BIA Instructions include the following excerpt under the heading "FCS Program Funding":

"The LSI team anticipates awarding between 25 to 100+ Firm Fixed Price (FFP) type subcontracts with $50M set aside for industry participation during the CTD phase. It is anticipated that individual subcontract values for the "Industry and Government Trades" will range from approximately $10K to $500K with a total value up to $15.0M for the first five months."

Please clarify what subcontract effort will be taking place after the first five months period that will use the rest of the $50M.

A) Initial trade studies will be conducted in the first five (5) month period; concluding in September '02. The offers submittal will cover only this time period.. Additional subcontracts are anticipated to support specification development, and risk reduction efforts following the September timeframe.

29. Q) The BIA instructions seem to indicate you will be looking for systems and subsystem providers, as well as specific technologies. If so, have you decided upon a top level WBS (i.e. are you looking for a communication subsystem integrator, a tactical computing integrator, and a C2 integrator, or simply a C4 integrator?
A) The LSI has a WBS to support the initial baseline concept. However the SDD WBS will be not be finalized until completion of the Operation and System Architecture which is scheduled to be complete in the October '02 timeframe. Consistent with our BIA request, we have not finalized the level(s) of integration nor acquisition.

A) Although the provision of cost share is not a separate evaluation criteria, if offered, it will be examined for its realism and overall value to the proposal. Supplier cost share is acceptable if it is beneficial and provides a best value solution for the FCS program.

31. Q) We are preparing responses to the FCS BIAs. Could you please kindly let me know if you have a template or format for writing up the responses?

32. Q) Are the Statements of Work we include with our BIA responses to be a Firm Fixed Price quotes?
A) Firm Fixed Price awards are anticipated.

33. Q) Can you please clarify the due dates of the Manned Platform Development and Integration, BIA Number 15750? Under the Initial Trade Studies, eight tasks are listed, each of which has the format..."Due date (by IPR #1 6/25/02, or by IPR #2 9/25/02). Does this mean that no submittal is required 15 days from the date of BIA publication?
A) All BIA responses are requested by 15 April 2002 at 3 PM PDT.

34. Q) Unlike other categories, BIA #18300 - "Logistics Decision Support System" does not include guidance for "CTD Task Description" and "BIA Response Outline". Are there plans to append this BIA with these details, or should the general guidance described in the BIA instructions be followed?
A) All changes/updates will be posted on the website. Follow the general guidelines called in the BIA Instructions.

35. Q) Are FAR based subcontracts being issued?
A) Contract provisions will be based on Section 845; Other Transactions for Prototypes Authority will apply along with flow downs called out by Boeing in the subcontract.

36. Q) If a CPFF proposal is offered, will Boeing make any provision for protection of proprietary cost data such as labor and overhead rates? Is a DCAA assist audit possible, to avoid compromising our proprietary cost information?

Q) The BIA asks for our ability to achieve a TRL 6 (which indicates a full prototype demonstration in a representative operational environment) by May 2003, but the FCS Program description section describes the CTD phase as paper only through January 2003 with RFP's for follow on at that time. Can you clarify the preferred program scope?
A) The initial time period is for conduct of trade studies and specification development. Once the specifications are fully defined, we will be soliciting hardware which shall be fielded in March 2003.

55. Q) BIA 15350 invites offerors to propose conducting tasks such as evaluating technologies and performing trade studies associated with this platform (Armored Reconnaissance Vehicle). Simultaneously, BIAs 157532, 157531, 15754 and 15755 address subsystems that may be incorporated into BIA 15350. Why is the relationship among the efforts under these subsystem studies and the efforts to evaluate these and other technologies under the 15350 BIA?
A) The BIAs are structured in order to allow the maximum number of responses. There may be sources available who could address a part of the solicitation, but not all, if it were combined.

56. Q) We noticed that the "C&C CTD" and the "Fusion" BIAs both have a BIA number of 16200 in the header of respective web pages. However, the index of C4ISR BIAs shows the "Fusion" BIA with a BIA number of 16200.1 . Please confirm which numbers apply to each of these BIAs.
A) The BIA number for C&C CTD is 16200, and the BIA number for Fusion is 16200.1.

57. Q) In the BIA instructions, one item to include in cost data is travel. Clearly for most topics it would be useful, if not absolutely necessary, to meet with the LSI responsible party for that area. Would you provide a listing of the locations of the responsible individuals for each area, so that trips to meet with the LSI team can be costed correctly?
A) While the specific number of trips is TBD for each subcontract to be issued, following is a list of destinations for most FCS travel.

58. Q) What are instructions relevant to submittal of information that may be considered classified by one or more DoD agencies? To whom should an appeal be directed if a DoD agency does not want to receive all or part of our white paper?
A) "White papers and supporting information should not include any classified information. If the offeror believes that submission of classified information would be of benefit in the evaluation of the white paper, then this should be so stated in the white paper. If an evaluation of the offeror's white paper results in a request for additional information from the offeror, and the offeror advises that such would of necessity include classified information, then Boeing will, as time and circumstances permit, attempt to work out suitable arrangements with the offeror to receive and evaluate the classified information in compliance with Government security regulations."

59. Q) Which BIAs will require live (not virtual) demonstrations during the CTD phase?
A) The Unmanned Combat Demo (BIA 15810), the Platform Attribute Demo (BIA 15820), and Survivability Systems and Technologies (BIA 1575B) will each include some live demonstrations.

60. Q) What is an "alternate installed environment?"
A) "Alternate installed environment" refers to the installed FCS Combat Systems environment versus the environment to which components or systems may have been designed, analyzed or tested.

62. Q) If demos take place, who will supply the platform vehicles?

A) "CAV-IHS with HED (UDLP 8X8)" refers to a specific vehicle manufactured by United Defense.

65. Q) What is the approximate budget split between the "Trade Study Phase," ending Sept. 02 and the "Architecture and Concept Refinement Phase," ending January '03. Should we plan to split the work up accordingly?
A) There is no firm budget split for supplier dollars. It is anticipated that most subsystem and component suppliers will work primarily supporting Trade Studies while vehicle manufacturers will work during both phases. Some demonstrations will run through both phases and beyond. Suppliers should schedule their proposed work to support the program schedule and budget according to proposed work.

66. Q) Can you provide a list of approved or accepted models or simulations that the FCS customer will want to use? Ours is, in part, a new technology inclusion into an approved model may be problematic.
A) The FCS LSI plans to develop models using EASY5 (preferred), FORTRAN, Matlab or Simulink.

67. Q) BIA 15810 (Unmanned Combat Demo) lists a RSTA sensor package range capability of 5km minimum / 10km desired for both the ARV and MULE. The Industry Day Briefing detailed a 1.5km range intent for the MULE. Can you please clarify the sensor performance intent for these unmanned RSTA platforms?
A) The sensor range refers to the detection range from the platform (MULE or ARV) to the target. The MULE range refers to the travel distance of the MULE.

68. Q) Is the use of the term "surrogate" in BIA 15810 indicate that the focus of this BIA is to evaluate potential mission packages that are not platform specific?
A) We use "surrogate" to identify substitute component, subsystems or vehicles to provide a subset of the functionality planned for the final component, subsystem or vehicle. Surrogates allow us to demonstrate particular capabilities with current technologies. Those capabilities may be mission packages, mobility, or any capability of interest.

69. Q) In the BIA Objective it is stated the goal is to demonstrate TRL 6 By March 2003. In the BIA 154ORD the date is presented as May 2003. Which of the above dates are correct?
A) The correct date is March 2003.

70. Q) What is the anticipated period of performance for Industry and Government Trade Studies?
A) From June- Dec, 2002.

71. Q) What is the anticipated period of performance for Architecture and Concept Refinement of the BIA execution?
A) From Sep 25- Dec 30, 2002

A) Here is the definition of TRL6:

75. Q) It appears BIA 15577, Warrior Machine Interface, has been removed and replaced by BIA 15757, Advanced Warfighter Interfaces. Is that indeed the case? If so, what is the official posting date and the suspense date for the new version of the BIA (15757)?
A) The BIA numbering and version were corrected. The website is accurate today. BIA responses are requested by 3:00 p.m PDT on April 15, 2002.

76. Q) Will we get T's and C's to review for the contract?
Yes. Those suppliers who are selected for subcontracts will be presented the terms and conditions.

Will there be a BAFO?

If we include language that says we will limit our liability to the hours proposed, will we be non-compliant?
No. All assumptions proposed by the respondents will be considered.

Is the $500k limit a hard limit?
Each offer will be evaluated on its own merits, but $500K is a general rule of thumb.

77. Q) We are preparing a response to the FCS BIA. Can you provide any information on planned program activities, such as periodic reviews, that might be helpful in estimating our travel?
A) Scheduled program reviews have not been determined at this point. Respondents should propose trips required to accomplish their proposed effort. Travel should be priced independently, and by trip.

78. Q) We have attended the industry day, reviewed all the information on the website (BIA, Briefings, etc.) and have been unable to identify a training system strategy for FCS. Could you provide us with any information that you may have regarding training system strategy?
A) As of this time, there is no information available regarding training requirements. Once this information becomes available, it will be posted on the website. In the meantime, we suggest you respond through the unsolicited proposals option on the web site and provide your relevant capabilities.

79. Q) Reference Manned Platform BIA 15750. All trade studies have due dates of 9/25/02 except "C-130 compatibility" which has a due date of 6/25/02. Is this date correct or should the due date also be 9/25/02?
A) The correct dates are shown.

80. Q) Reference BIA 15820 - Platform Attribute Demonstrations. Will the Boeing/SAIC LSI conduct the demonstrations at a preferred test facility, or should the contractor propose a specific site along with supporting resources?
A) The LSI has a baseline plan for a test facility but the respondent may propose an alternate for consideration based on cost.

81. Q) We are preparing several responses to you FCS BIA. To what electronic address are they to be submitted?
A) By using the "submit" button on the web site, all proposals will by routed to the appropriate electronic address.

82. Q) Our proposed approach requires obtaining access to classified data. What is the procedure regarding classified information?
A) White papers and supporting information should not include any classified information. If the offeror believes that submission of classified information would be of benefit in the evaluation of the white paper, then this should be so stated in the white paper. 83. Q) Our technology is extremely proprietary and protected.Is there another avenue to present this information without the standard white paper submittal that would require NDAs? This is information that we do not want shared with competing companies, etc. Or shall the white paper be vague enough to allow Boeing to "request additional information?"
A) If you believe the language contained in the submittal process does not provide adequate protection, you should send a response indicating the type of information would be available once a Proprietary Information Agreement (PIA) is executed. PIAs will be initiated with prospective offerors as soon as we identify a need for information in addition to the initial submittal.

84. Q) Being that you are requesting a firm fixed price and you are anticipating adequate competition; why would you need to see the offeror's indirect structure?
A) The BIA process creates a global competitive environment providing maximum opportunity for a diverse supplier base to propose innovative approaches that provide the best value to the FCS program. Proposals provided in response to BIAs will not be evaluated against each other since they are not submitted in accordance with a common work statement. Therefore, respondents should provide adequate information to evaluate cost proposals to determine the reasonableness of the proposed cost. Respondents should provide the greatest level of cost detail that they are capable of furnishing to facilitate the evaluation and selection process.

85. Q) What assurances can you provide for the protection of proprietary information? Are there agreements in place with those who will have access to this information? Can an Offeror submit its "proprietary" in a sealed envelope for review and analysis by a government representative? Am I sure that SAIC would not provide such information to another contractor.
A) Proprietary information submitted through the BIA process shall be handled in accordance with the provisions for Submission of Proprietary, Confidential, or Competitive Sensitive Information on the web page. Boeing has Firewall Agreements in place with SAIC and the Government to protect inadvertent disclosure of proprietary information submitted through the BIA process. In addition, you may send a response indicating the type of information would be available once a Proprietary Information Agreement (PIA) is executed. PIAs will be initiated with prospective offerors as soon as we identify a need for information in addition to the initial submittal.

86. Q) Why is there no information available on Supportability or Training support?
A) While the training system strategy for FCS is not published, the BIAs posted represent the current areas where capabilities are being sought. Additional areas may be solicited in the future. Industry is encouraged to submit capabilities in areas believed to be relevant to the FCS Program. To provide capabilities for areas that are not currently posted, the "unsolicited proposal" button on the web site should be used.

87. Q) What are the terms and conditions of the FFP type subcontracts to be awarded for the "Industry & Government Trade Studies" phase?
A) Boeing General Provisions may be found here. FCS Program Specific terms and conditions will be provided to respondents selected for subcontracts.

88. Q) What is the response date for "BIA 18400 -- Sustainment--Logistics Decision Support System" that was posted on April 5? Is it 15 days after posting, i.e., April 20?
A) BIA responses are requested by 3:00 PDT April 15, 2002

Q) The FCS BIA solicitation asks for white papers containing "technical information regarding current Government, IR&D, or discretionary efforts upon which your proposed performance may be based." Much of this information is proprietary, especially with regard to IR&D and discretionary efforts. How does a respondent submit a responsive technical proposal containing technical detail on proprietary IR&D and discretionary efforts, if the solicitation also suggests that Boeing does not wish to receive proprietary information, and in fact may determine the white paper "non-responsive" should proprietary information be included?
A) Boeing prefers that responses not contain proprietary information. However, if proprietary information is included, Boeing may still choose to evaluate the proposal. It should be kept in mind that if the submission is of interest to Boeing, but more details (which may be proprietary) are required for an adequate evaluation, then it is likely that the requested additional information would be accepted on the confidentiality terms specified.

90. Q) We request an extension of the BIA due date until 30 April.
A) The LSI has provisions for considering BIAs submitted after the 15th. However, the intent is to get the selected sources on contract as quickly as possible to meet our schedules, and we will commit most of our material budget up front.

91. Q) This question relates to topics 15350, 15360, and 15370: Does the LSI want a version of any of these vehicles for demonstration or testing purposes during the last four months of CTD? Is there a role you envision for system integrators/vehicle designers during this last phase of CTD?
A) Our trade studies will be complete in September 2002. Demonstration and test activities for unmanned ground vehicles are described in BIA 15810, which states, "Integration of vehicles, components, and system components will be accomplished from November 2002 through February 2003."

92. Q) In each BIA there is a section headed: "Potential FCS CTD Program Involvement," with sub-bullets: "Recommended participation in FCS CTD program" and "Description of efforts required to achieve TRL 6 by May2003."

What does this mean (especially, for example, where we may be proposing to perform only one of many tasks in the BIA)?
A) This is your opportunity to propose a Statement of Work for the effort you are proposing. Regarding TRL 6, we are asking you to tell us what you need to do for your product to attain TRL 6.

93. Q) We are currently working with primes on other government programs. Are you looking for responses to your BIAs from just the primes? In that case we would support their responses. Or would you like responses from a subsystems house like us where we would propose our own solutions?
A) We are interested in responses from either primes or their suppliers for technologies applicable to FCS.

94. Q) Some of the technologies being requested are difficult to be simulated and modeled using the modeling and simulation tools and would lend themselves more to a technology demonstration. Is this allowable given the virtual testing requirement?
A) Each submittal will be evaluated on a case-by-case basis. However, since FCS is a Simulation Based Acquisition (SBA) program, we will scrutinize why a respondent is not willing/able to participate in a simulation. It could pose challenges in terms of presenting a complete representation of the overall system in simulation if various elements/components are not integrated, either as simulation entities, as virtual prototypes, or as hardware-/software-in-the-loop.

95. Q) With regard to CTD Task Description 3, which states "Provide vehicle(s) and support personnel (drivers, maintenance technicians)," is an offeror allowed to propose providing ONLY the support personnel?
A) Per the BIA instructions, "Submittals are not required to address all technical areas within the BIA." Offerors may propose providing only the support personnel.

96. Q) BIA 15810 and 15820 are very similar, particularly the task descriptions. BIA 15810 has seven task descriptions, while BIA 15820 has six. BIA 15810 task description 4 is the only unique description. Examination of the other six in BIA 15810 and the six in 15820 reveal that two task descriptions are identical, two task descriptions are identical except that in 15820 there is a non-critical added word in one description and a non-critical added parenthetical phrase in the other description, and two other task descriptions are very similar.

The major difference between the two BIAs, insofar as any offeror is concerned, is that 15810 asks that the offeror propose supporting the 17 listed capabilities in all of the 7 CTD tasks, while 15820 describes 10 key technologies and invites offerors to propose supporting any or all of the CTD task descriptions.

Is this the intent, or is there a mistake in the wording of one of the BIAs?
A) The BIAs wording is as intended. The capabilities required to support the two demonstrations are similar, so the notional task lists are similar. Offerors are invited to propose all or part of the tasks listed in each BIA. Studying the objectives for each demonstration, combined with the technologies and tasks listed, should permit the offeror to determine how best each demonstration can be supported.

97. Q) Are the efforts described in the BIA task descriptions for the CTD Phase only?
A) Yes.

98. Q) The BIA instructions require that "Respondents must make a statement regarding Organizational Conflicts of Interest (OCI) and in every instance where OCI is applicable, respondent must provide a mitigation plan."

What constitutes "a statement"?
A) An explanation of why the proposal does or does not create an OCI. If an OCI is or may be created, then a mitigation plan must be proposed.

99. Q) Where OCI is applicable, does this preclude the offeror (if selected) from participating as a technology supplier in future phases of CTD and SDD?
A) No. The OCI and the mitigation plan would be evaluated and the respondent would be advised accordingly.

100. Q) Is it appropriate to have current Industry/Army S&T partners team during this phase? If yes, is it desired or merely acceptable?
A) All proposed approaches and teaming agreements will be considered. All proposed arrangement will be given equal consideration.

101. Q) My company competes directly against members of the FSC LSI team in multiple technology areas. Is there a procedure to insure that all BIA responses are given fair and equal treatment in the evaluation and selection process and that submitted proprietary information is handled on a confidential basis?
A) Boeing has a Firewall Procedure which is applicable to the FCS BIA process. The purposes are (1) to provide fair and equal treatment in the selection process to all BIA offerors, and (2) to treat submitted information in accordance with confidentiality terms set forth in the BIA. Access to BIA submittal information is subject to stringent requirements and controls and is limited only to cleared Boeing, SAIC, and Government (including Government support contractors) personnel. Requirements to be cleared include having a need to know, no conflict of interest, restrictions on having worked for an offeror (or expected offeror), including other Boeing organizations, segregation by BIA numbers, and signing an Acknowledgement Form relative to their obligations. The Procedure imposes strict requirements on the use and disclosure of submitted information in accordance with the terms of the BIA. Evaluation of submittal information will be conducted by cleared personnel in Boeing facilities physically distinct from those used for other Boeing FCS activities and any other Boeing organizations which are (or may be within a specified period) submitting BIA proposals. Cleared personnel, in their acknowledgement form, must also agree to certain restrictions on their subsequent work assignments consistent with the purposes of the Procedure.

102. Q) Since "The documents should be submitted as separable attachments within a single e-mail submittal", does a cover page count against the length of any of the required attachments?
A) No. A cover page is not considered in the page count.

103. Q) Are the 8 Initial Trade Studies identified in BIA 15750 expected deliverables from any contract awarded under this BIA?" There are "due dates" associated with these initial trade studies that imply this view is correct, however the CTD task description states to assume 25 studies and does not specifically mention the initial trade studies. Please can you clarify the position as we are finalizing our response?
A) It is anticipated that approximately 25 trade studies will be conducted under this BIA. Those currently defined are listed. More trade study requirements will be developed with the selected supplier(s). The due dates represent the LSI Team's commitments for the now-defined studies.

104. Q) Do you want Easy5 compatible vehicle simulations to occur during 5-month Trade Study phase or during the subsequent 4-month Architecture and Concept Refinement phase?
A) Modeling and Simulation support will be needed through the Architecture and Concept Refinement phase.

105. Q) When would the contractor submit the Easy5-compatible simulators to LSI for integration into FCS simulator?
A) The LSI will work with suppliers to develop achievable submittal schedules that support the CTD program. The short schedule for conducting our modeling and simulation activities benefits from early submittals but later iterations with improved fidelity models are planned.

107. Q) The supplier information sheet refers to industry suppliers. How does a Government agency / lab submit the required information?
A. The information sheet has a free form area that can be used to provide Government information.
