award(s) resulting from this BIA.
Detailed
Description of Effort and Tasks
The
Future Combat System (FCS) program is a simulation-based acquisition
with modeling & simulation playing a critical role in both the development
of requirements and specifications as well as in design alternative
evaluation and feasibility verification. The FCS LSI is requesting
support in several specific areas of modeling & simulation. The offeror
is asked to propose tasks, rationale for approach and schedule in
support of one or more items in the following statement of work. It
is not required to propose efforts against all tasks.
Task
1
The
offeror shall conduct a trade study of alternate approaches to achieving
communications Quality of Service (QoS) and resource management in
a mobile, wireless, ad-hoc environment and suggest efficient behavioral
models for their implementation.
Task
2
OPNET
implementable behavioral models of Distributed Information Management
methods and services. Novel uses of Peer-to-Peer, Intelligent Agents,
Smart/Mobile Agents and other suitable technologies to make efficient
use of line-of-sight limited broadcast media (such as mobile ad-hoc
networks). Specifically excluded from consideration are Web enabled
wireline technologies. Distributed data storage and representation
that are fieldable within 3 years may be considered.
Task
3
Behavioral
models and/or discrete event modeling capability pertaining to the
following:
i. Level
III and Level IV Data Fusion
ii.
Intelligent Decision Aiding Technology based on fieldable computing
resources
iii.
Portrayal and measurement of Human Machine Interface [HMI] and associated
workloading.

Evaluation
Criteria
In addition
to the evaluation criteria categories described in the BIA Instructions,
offerors should ensure that their proposals address the following:
- Model/Tool
Relevance
- Model/Tool
Maturity
We will
apply these considerations in the following areas:
- Analytical
capabilities associated with system modeling
- Analytical
capabilities associated with behavioral and discrete event modeling
