FCS Montage 1. Q) Please explain the CLIN Structure. The draft PSMR9 SOW only calls out 3 CLINS?
A. It is still under development and will be a part of the RFP, basically we will have design, build, test, and integration. Final CLINs will be out in the RFP.

2. Q) Will the LDSS & PSMRS procurement packages be full & open or be set aside for a small business?
A. It will be full and open with small and disadvantaged business flow down.

3. Q) Will you consider other than COTS applications in your solution?
A. Yes, as long as it fits the requirements.

4. Q) When will presentation be available from the Huntsville Industry day in December?
A. The target date is 1/17/03 for posting on the website.

5. Q) There is a clear concern for predicting failure. Is there a similar concern for predicting conditions that are less than "failure" that affect mission performance?
A. Yes, we want to predict failures and potential failures that affect the mission.

6. Q) What is the period of performance for LDSS and PS-MRS under the RFP?
A. Period of performance is still under negotiation between the LSI and the Government.

7. Q) Will you consider awarding the prime contracts (2) to the same company/team?
A. Yes, if both proposal are judged to be the best of industry in response to the RFPs.

8. Q) How can professors like me who have developed some fundamental techniques in diagnostics/prognostics & multiagent systems participate in this program?
A. Engage with industry and become part of supplier technical solutions, encouraged to investigate in becoming part of a team.

9. Q) Did you consider combing PSMRS with LDSS to make one integrated system? If not why not?
A. Yes, however it was decided it was a better approach to run them as separate RFPs.

10. Q) Today's presentation seems to disagree with the draft sows for LDSS PSMRS, which suggest that suppliers can bid on a subset of the CLINS, Is that idea overtaken by events?
A. The CLIN strategy continues to be refined.

11. Q) How will evaluation teams for proposals be structured (membership, evaluation process, etc.)?
A. For each package there will be a Gov't/LSI team, that will be divided into technical and contract/cost evaluation teams.

12. Q) Will you publish a list of attendees?
A. Yes, it will be posted on the FCS web site by January 17, 2003, as other were posted preciously.
