FCS Montage (Neg#: DVD-1136-4) 1. Q) Would you please quantify / describe the importance of software interoperability and reuse in the development and required maintenance of the training software packages associated with FCS?
A. ET Software must be a reliable as the operational software.

2. Q) Could you summarize the SDD procurements in training you are going to release on January 24th? Is everything in the training specs which have been released going out for bid? If not what portion of it?
A. There was the intent of our presentation today. All of the specs are candidates for bid as the LSI and Government establishes requirements and performance integrations only. However, it is possible (but will be the exception to the rule) for LSI to not go on for bid.

3. Q) A recent Boeing presentation in Europe state that full and open international participation was possible for FCS. However we have now found that the current draft specs cannot be made by Non-US citizens. Is international participation possible in practice.
A. Foreign participation on FCS is possible if and when the appropriate licensing authority is established in accordance with U.S. Federal Export regulations such as ITAR and EAS. Contract the LSI or prime integrators for more information.

4. Q) CME (Custom Manufacturing and Engineering) is a woman owned small business, certified 8(a) and SDB. What are the small business goals?
A. GY03 for DOD Boeing -- Small -- 17.5%, SDB -- 3.5%, WOSB -- 2.5%, Hubzone 1.3%, Veterans -- 1.5%

5. Q) How will embedded training on UAV & UGVs be handled.
A. All essential tasks will be trained. It is up to the supplier to determine the most cost effective means IAW the Training Systems Architecture.

6. Q) Who is lead POC for Unmanned Air System that should be contacted? (referenced multipath approach)

7. Q) Is training for C4ISR operations included under the combat platform integrator or FCS LSI Common Components? The training specification tree is not clear on this.
A. Generally, the supplier that develops the actual system will develop the training IAW with the training architecture and IPT.

8. Q) Can you describe which documents are available on the website versus those distributed to industry on 27 Nov?
A. Briefings Q&A -- check the "What's New" button for a list of all on web site spec were released on 11/27 additional does will be put on website.

9. Q) Working as you are at this stage in functional architecture representations -- do you have a graphic representation of a live training architecture? i.e. -- the functional building blocks -- ex. -- MULES type transmitters, receivers system, comms. etc. -- please email or call. Thanks
A. Live training is will be addressed in the Training architecture document to include graphical representation in UML.

10. Q) Stottler Menke has a contract with STRICOM building on Embedded Training Intelligent Tutoring Systems (ITS) for the FCS Command & Control (C2) Vehicle, does this mean we will be working with Boeing/SAIC?
A. There are a number of on going Tech Based Programs that could flow into FCS. The requirement for your firm to work with the FCS LSI will be determined based on the FCS needs and merit.

11. Q) Will the embedded training simulation be required to interface with legacy systems and SIMS in the objective force? Which ones?
A. The UA Interoperability is with CATT, WARSIM / JSIMS, ONESAF and CTIA and ATIA-M.

12. Q) What relief can, we obtain in returning comments to the SDD (additional week maybe). Know this can't be done for all. Just received them while at IITSEC! We will get what comments possible out at that point. ASATs Are there plans to upgrade this and make it more usable/flexible over the internet.
A. Spec comments need to be submitted as scheduled 12/9. ASAT will upgrade early next year to ATIA-M.
