award(s) resulting from this BIA.
Detailed
Description of Effort and Task
The
Future Combat Systems (FCS) program requires Test & Evaluations Resource
Requirements Development. This consists of support for definition,
development and maintenance of resources, Facilities and an integration
lab(s) for verification of the system of systems. This BIA requests
a proposal for the details and necessary resources, plans, etc. to
accomplish the below SOW tasks.
Task
1
Test
and Evaluation Resources Requirements Development
Contractor
shall provide support for the definition of the FCS T&E Resources
and Facilities Architecture required to support complete verification
and validation of the FCS System of Systems. Contractor shall develop
trade studies to support the development of test and evaluation resource
requirements. Trade studies will include the planning, execution,
and documentation deemed necessary by the buyer. Contractor shall
provide support in the planning and development of the System of Systems
integration laboratory (SOSIL) and other test facilities. Contractor
shall support the development of the facilities requirements documents,
facility layout drawings, facility build-up, facility planning/scheduling,
and facility cabling schematics. Contractor shall provide support
in the integration of other test facilities deemed necessary by the
buyer as part of the FCS T&E Resources and Facilities Architecture.
Contractor shall provide support in the development of the T&E Master
Plan.
Contractor
shall provide support for the definition of the FCS T&E Target Systems
to support complete performance assessments of the FCS System of Systems.
Contractor shall develop trade studies to support the development
of Target Systems requirements. Trade studies will include the planning,
execution, and documentation deemed necessary by the buyer. Contractor
shall provide support in the planning and development of FCS target
system requirement specifications, systems development planning and
scheduling, and qualification testing.
Task
2
System
of Systems Integration Laboratory Development
Contractor
shall provide support for the software requirements for the FCS test
framework and any additional software modules/capabilities from constructive
and/or virtual simulations required to complete the T&E architecture.
Contractor shall provide appropriate labor for supporting the buyer
in the integration, operations, and maintenance of these software
items in applicable T&E and system development venues deemed necessary
by the buyer. Contractor shall provide support with the integration
of various models into the framework software design deemed necessary
by the buyer.
Contractor
shall provide support for the hardware requirements, design, development,
qualification testing, maintenance, and upgrades of FCS T&E Resources
and Facilities infrastructure, operational systems, and support equipment.
Support hardware includes audio, video, backup, and storage capabilities.
The Contractor
shall support the FCS system analysis, utilization, and performance
of each of the system hardware design components. The Contractor shall
provide hardware expertise to support with the integration of the
framework hardware with the FCS element hardware at the appropriate
test venues.
Contractor
shall provide appropriate network expertise for the design, development,
integration, operations, qualification testing, maintenance, and upgrades
of a T&E Resources lab network. The T&E Resources lab network will
include all applicable test ranges and contractor sites deemed necessary
by the buyer. Contractor shall provide appropriate network expertise
to support the FCS distributed testing requirements and analysis of
the FCS. The Contractor shall provide support with the integration
of network components at all sites deemed necessary by the buyer.
The Contractor shall provide support in network analysis, utilization,
and performance of the FCS and other communications interfaces deemed
necessary by the buyer.
The Contractor
shall provide support in the security of the FCS T&E Resources and
Facilities laboratories. The Contractor shall provide support in the
authoring of the security plans, auditing of the secure systems, bring
media under security control, and monitor use of the computer resources.

3
Test
and Evaluation Resources and Facilities Planning
The Contractor
shall provide support in hardware procurement for FCS T&E Resources
and Facilities. The Contractor shall provide support in building procurement
schedules, tracking of procurements, shortage lists, inventory control,
and shipping/receiving coordination. The Contractor shall provide
support in generating bill of materials, master items list, and inventory
control database for hardware for FCS T&E Resources and Facilities.

ROM
Cost Models
The contractor
shall produce ROM cost models for the proposed T&E resources and facilities,
including the SOSIL development.
