Detailed Description of Effort and Task
The Future Combat Systems (FCS) program requires Test & Evaluation Coordination Planning. This consists of support for FCS Test and Evaluation planning, trade studies, lab architecture, integration, assessment and reporting, and modeling and simulation strategy.This BIA requests a proposal for the details and necessary resources, plans, etc. to accomplish the below SOW tasks.

Task 1
Test and Evaluation Resources and Facilities Master Plan

The Offeror shall provide support FCS Test and Evaluation (T&E) with tasks and activities in the areas of program planning, laboratory and test site evaluation and planning, and test data handling requirements (including prediction, evaluation, reporting, data storage/distribution), and target system requirements.

Task 2
Test and Evaluation Resources and Facilities Trade Studies

Contractor shall develop trade studies to support the development of test and evaluation resource requirements. Trade studies will include the planning, execution, and documentation deemed necessary by the Boeing Company. Contractor shall provide coordination of trade study results in the development of the T&E planning documents.

Task 3
Interconnected Lab/Test Site Architecture

The Offeror shall support the development of an interconnected laboratory and test site architecture. The Offeror shall develop communication network concepts in support of FCS Laboratories and Test Sites. The Offeror shall support the test framework software activities including requirements definition. The Offeror shall support integration activities associated with the pertinent organizations including the U.S. Army and DARPA organizations/bases/laboratories, LSI combat systems and C4ISR developers.

Task 4
Test and Evaluation Models and Simulations Strategy

The Offeror shall perform systems engineering functions in support of the development of T&E models and simulations. The Offeror shall define and evaluate T&E models and simulations requirements and interface specifications. The Offeror shall investigate existing laboratory and proving ground facilities and capabilities, including Government provided models and simulations, for re-use and adaptation to fulfill FCS T&E requirements. The Offeror shall develop, document, implement and support T&E models and simulations processes and procedures, JTA and CMM/SEI standards, configuration management, and security plan. The Offeror shall analyze T&E models and simulations components and test articles to verify interface compatibility and integrate these items into the facility infrastructure. The Offeror shall support T&E models and simulations integration and evaluate/analyze test data associated with integration activities.

Task 5
ROM Cost Models

The contractor shall produce ROM cost models for the proposed FCS test planning and execution activities to include development of test plans and procedure, test conduct, and test data analysis.

Evaluation Criteria
Offerors should ensure that their proposals address the following:

  • Demonstrated credibility of the proposed technical approach
  • Degree of understanding of the technical aspects of the work and related issues
  • Relevance and history of performing similar work
  • Availability of resources to successfully conduct the proposed work.
  • Responsiveness to general BIA instructions

We will apply these considerations to the following areas:

  • Development of system integration lab technology
  • Analytical and manufacturing capabilities associated with applicable system of systems development (including modeling, simulation, and test)
  • Test framework specification development
  • Suitability to perform as a future SOSIL developer and integrator
