Detailed
Description of Effort and Task
To
coordinate, define, and refine the Future Combat Systems (FCS) training
concept, training approach, and FCS training tasks.
The Future
Combat Systems (FCS) training program is planning on utilizing the
systems powerful computing properties to perform embedded training
for most of the recurring training within the Army's Objective Force.
Within the FCS distributed networked system of systems (SoS) will
be numerous scenarios that will support any of twelve basic mission
sets.
The FCS
program is interested in receiving descriptions of existing capabilities
and experience in training joint and coalition training. Of particular
interest is:
- What
tools, methods, procedures can facilitate joint/coalition training
(e.g. translators, concepts for generated forces, differences in
tactical employment)?
- How
do we overcome the obstacles of joint training?
- What
process would be used to conduct embedded training in a coalition
environment using simulation and real-time environments?

Deliverables
Study:
Report describing method of conducting training in a joint/coalition
environment using innovative ideas. The report should answer questions
such as the following: What tools, methods, procedures can facilitate
joint/coalition training (e.g. translators, concepts for generated
forces, differences in tactical employment)? How do we overcome the
obstacles of joint training? What process would be used to conduct
embedded training in a coalition environment using simulation and
real-time environments? The report should be developed presenting
any study already completed (or one in process), and methods to address
these topics.
Evaluation
Criteria
In
addition to the evaluation criteria categories described in the BIA
Instructions, offerors should ensure that their proposals address
the following:
- Understanding
of Joint/Coalition Training.
- Understanding
the hardships of the training in a combination of simulated and
real-time environment.
