anticipates a funding level of up to $60,000 for the contract award(s)
resulting from this BIA.
Description
of Effort and Task
To coordinate,
define, and refine the Future Combat Systems (FCS) training concept,
training approach, and FCS training tasks.
The Future
Combat Systems (FCS) training program is planning on utilizing the
systems powerful computing properties to perform embedded training
for most of the recurring training within the Army's Objective Force.
The FCS distributed networked system of systems (SoS) contains a vast
amount of data.
The FCS
program is interested in receiving descriptions of existing capabilities
and experience in the development of Leader Training that will enhance
the capability of leadership in a UA environment. Of major interest
are the following:
- What
innovative methods are available for accelerating the pace of Leader
Training?
- What
tools are available for building the products of Leader Training?
- How
best does the leader control and manage the information displayed?
- What
training method would best support leader training?
- Leaders
learn through experience. How can we best use a combination of simulation
and real-time situations to enhance the learning process?

Deliverables
Study:
Report describing method of conducting training in a joint/coalition
environment using innovative ideas that develop Leader Training that
enhance the capability of leadership in a UA environment. Of major
interest are the following: What innovative methods are available
for accelerating the pace of Leader Training? What tools are available
for building the products of Leader Training? How best does the leader
control and manage the information displayed? What training method
would best support leader training? Leaders learn through experience.
How can we best use a combination of simulation and real-time situations
to enhance the learning process? The report should present any study
already completed (or one in process), and methods to address these
topics.
Evaluation
Criteria
Offerors
should ensure that their proposals address the following:
- Demonstrated
credibility of the proposed technical approach
- Degree
of understanding of the technical aspects of the work and related
issues
- Relevance
and history of performing similar work
- Availability
of resources to successfully conduct the proposed work.
- Responsiveness
to general BIA instructions
We will
apply these considerations in the following areas:
- Demonstrated
understanding of Army's Leader training.
- Demonstrated
understanding of training in the field.
- Demonstrated
use of modeling and simulation in training the leader.
