In March, 1998, AsiaSat ordered AsiaSat 3S, a Hughes 601HP satellite, to provide television distribution and telecommunications services throughout Asia, the Middle East, Australasia, and the Commonwealth of Independent States, with multiple spot beams for selected areas. The contract also included ground station upgrades.
AsiaSat 3S generates up to 9,900 watts using two sun-tracking four-panel solar wings covered with dual-junction gallium arsenide solar cells. Two 107-inch Gregorian shaped-surface antennas are used. The C-band antenna is mounted on the east side of the satellite to provide broad-area coverage of Asia and Australasia. The other antenna, operating in Ku-band and providing focused-area coverage of East Asia, is mounted on the west side.

AsiaSat 3S is the second spacecraft Hughes built for AsiaSat. The first, AsiaSat 1, an HS 376 spin-stabilized spacecraft, was launched in 1990. AsiaSat 3S is being controlled from an integrated satellite control facility, built by Hughes and located in Hong Kong. In October 2000, Hughes Space and Communications Company became Boeing Satellite Systems, Inc.
