Charles H. (Chuck) Allen is vice president of Program Management for Boeing Integrated Defense Systems. In this position, Allen leads companywide efforts designed to achieve peak performance.
His responsibilities include developing and promoting the use of program management best practices, providing training for program leaders, performing independent assessments of IDS programs, and participating in proposal reviews to ensure strong start-up plans for new programs. In addition, Allen oversees the implementation of Lean+ continuous improvement activities in IDS, as well as program export compliance, process management, and performance measurement. Allen also co-leads the IDS Compliance Assessment Team, which takes a collaborative, integrated approach to managing ethics issues and meeting compliance goals across the enterprise.
Most recently, Allen took on a two-month special assignment in the Boeing Military Aircraft unit, helping to drive the implementation of growth and productivity strategies across that organization. From March 2007 to January 2009, he was vice president and general manager of Rotorcraft Systems, responsible for all of its programs, including the AH-64D Apache Longbow, H-46 Sea Knight, CH-47F/MH-47G Chinook, Advanced Rotorcraft Systems (a division of Boeing Phantom Works), and Bell-Boeing V-22 Osprey tiltrotor aircraft. He also managed Boeing's facility operations at the Rotorcraft Systems sites in Philadelphia, Pa., and Mesa, Ariz.
Previously, Allen was vice president of Business Operations for the Boeing Huntsville site, responsible for overseeing day-to-day operations and providing infrastructure support to all businesses and programs there. Allen also represented IDS in the state of Alabama, provided strategic guidance on local customer requirements, and led the company's involvement in local community and philanthropic initiatives.
Prior to that assignment, Allen was vice president and program manager of Space Exploration Systems; he led Boeing's efforts to develop an open architecture and the space systems needed to support the Vision for Space Exploration, which includes returning to the moon and beyond. He was vice president and program director of the Comanche Program Office in Army Systems, where he was responsible for leading the RAH-66 Comanche helicopter program for the Boeing-Sikorsky Joint Venture team. He also held the position of vice president of the F/A-18E/F Super Hornet program for Military Aircraft and Missile Systems.
Allen joined the company in 1987 as manager of F/A-18 Aircraft Marketing. He became program manager for F/A-18 in Kuwait in 1991 and program manager for F/A-18 in Canada and Kuwait in 1993. He was later appointed deputy general manager of the T-45 Training Systems and was promoted to general manager of the AV-8B program in 1995.
From 1974 through 1987, Allen served on active duty in the U.S. Marine Corps, and was recalled to active duty for Operations Desert Shield/Desert Storm in 1990. He retired at the rank of Colonel in April 2000. Allen holds a bachelor's degree from Rice University and a master's degree in business administration from the University of California at Los Angeles. He is a member of several organizations, including the Marine Corps Aviation Association, Association of Naval Aviation, Army Aviation Association of America, American Helicopter Society, and Society of Experimental Test Pilots.
