ST. LOUIS, Dec. 11, 2008 -- U.S. Sen. Tom Carper (D-Del.) takes a turn in the pilot's seat of Dover Air Force Base's new C-17 Aircrew Training System. The senator, Boeing representatives and Dover officials cut the ribbon on the new training facility on Dec. 5.
