EchoStar XI is a direct broadcast satellite (DBS) designed to complement the existing DISH Network fleet. The spacecraft’s Ku-band payload will provide uninterrupted service and additional capacity and capabilities to DISH customers. The 1300 bus – an industry leader in power, performance and reliability - is a space-proven platform for a wide range of satellite services, providing total satellite power capability of 20kW throughout the orbital life of the satellite. EchoStar XI is the third spacecraft Sea Launch will orbit for the DISH Network.

DISH Network Corporation provides nearly 14 million satellite television customers with industry-leading customer satisfaction, which has surpassed major cable companies for eight years running. DISH Network offers hundreds of all-digital television channels, including interactive TV services, sports and international programming, and high definition delivery.

Space Systems/Loral (SS/L), a subsidiary of Loral Space & Communications, designs and builds satellites and spacecraft systems for commercial and government customers around the world. As the leading provider of high-power commercial satellites, SS/L works closely with satellite operators to deliver spacecraft for a broad range of services including direct-to-home television, digital audio radio, broadband Internet and digital multimedia broadcasting.

From its equatorial launch site at 154 degrees West Longitude, a Zenit-3SL launch vehicle lifted the 5,511 kg (12,150 lb) EchoStar XI spacecraft to Geosynchronous Transfer Orbit. The first stage of the vehicle separated two-and-a-half minutes after liftoff, with a jettison of the payload fairing 78 seconds later. After operating for six minutes, the second stage separated from the Block DM upper stage. The Block DM then operated for a five-minute burn. Following a 30-minute coast period, the Block DM burned a second time for six-and-a-half minutes. After the second burn, and nine-minute coast, the spacecraft separated from the upper stage over the Indian Ocean, off the East coast of Africa. A ground station at Gnangara (Perth), Australia, acquired the first signals from the spacecraft in orbit, a few minutes later.
