William (Bill) Osborne is senior vice president of Enterprise Operations, which leads The Boeing Company’s Enterprise Program Management, Supply Chain, Manufacturing and Quality functions. He is also responsible for advancing Boeing’s Total Enterprise Quality (TEQ), Enterprise Supply Chain, Additive Manufacturing and Boeing Management System efforts.
Osborne previously led Total Enterprise Quality, driving cross-enterprise strategies for total quality management.
Before joining Boeing, Osborne was senior vice president of Global Manufacturing and Quality at Navistar Corporation for seven years, during which he led a major turnaround in the company’s quality, performance and integrity of their engine line. Prior to that, he served as president and CEO of Federal Signal Corporation, a designer and manufacturer of a suite of products and integrated solutions for municipal, governmental, industrial and airport customers. Osborne started his career as a technical specialist product engineer at Ford Motor Co., and over 19 years assumed senior leadership positions including President and CEO of Ford Australia and President and CEO of Ford Canada.
Osborne currently holds board positions with Quaker Chemical Company and Rush System for Health.
Originally from Detroit, Osborne has a Bachelor of Science in Mechanical Engineering from Kettering University, a Master of Science in Mechanical Engineering from Wayne State University, and a Master of Business Administration from the University of Chicago. He is married with three grown children and lives in the Chicago area.
