Bill Osborne is senior vice president of Total Quality and Operations for Boeing Defense, Space & Security (BDS), one of the world’s largest defense companies. In this role, Osborne is a member of the BDS leadership team, reporting to President and CEO Leanne Caret. He is responsible for the space and defense unit’s factory operations, Total Quality and Lean initiatives. He also maintains oversight for Environment, Health & Safety at BDS. In October 2020, Osborne also was named to a two-year assignment leading Boeing’s Enterprise Manufacturing Process Council, during which he also will serve on the Boeing Executive Council. In this role, he will bring a customer-focused commitment to manufacturing and operational excellence.

Prior to this position, Osborne served as senior vice president of Enterprise Operations, leading The Boeing Company’s Enterprise Program Management, Supply Chain, Manufacturing and Quality functions. Osborne is an industry-recognized expert in manufacturing quality and is credited with establishing the company’s Total Enterprise Quality program, driving cross-enterprise strategies and standards for total quality management.

Before joining Boeing, Osborne was senior vice president of Global Manufacturing and Quality at Navistar Corporation for seven years, during which he led a major turnaround of the company’s quality, performance and integrity of its engine line. Prior to that, he served as president and CEO of Federal Signal Corporation, a designer and manufacturer of a suite of products and integrated solutions for municipal, governmental, industrial and airport customers. Osborne began his career as a technical specialist product engineer at Ford Motor Co. and over his 19 years with the company assumed senior leadership positions including president and CEO of Ford Australia, and president and CEO of Ford Canada.

Osborne currently serves on the boards for Quaker Chemical Company and Rush System for Health. A Detroit native, he holds a Bachelor of Science in mechanical engineering from Kettering University, a Master of Science in mechanical engineering from Wayne State University, and a Master of Business Administration from the University of Chicago. He is married with three grown children and lives in the Chicago area.
